In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Cartography Series 1370.
BASIC REQUIREMENT: Education: Degree in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics.
Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing.
The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

OR Combination of education and experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.

Examples of specialized experience includes knowledge of cartographic theories, concepts, principles, practices and equipment, including those used in photogrammetry, remote sensing, photointerpretation, digital analysis or other techniques, sufficient to evaluate source material; research, analyze, select, and prepare cartographic materials; Knowledge sufficient to serve as a technical authority in the planning, development, and implementation of a state-of-the-art mapping system for use by installation organizations such as Civil Engineering, Fire Department, Security Forces and Emergency Management; Knowledge of GeoBase concepts and principles including CONOPS, data architecture, program goals, etc.; Knowledge necessary to review and evaluate existing facility management systems and to provide instruction on new state-of-the-art facilities engineering procedures; professional knowledge of digital geospatial and derivative processes and products including data production, management, archive, maintenance processing, applications and the associated standards, including Federal Geographic Committee (FGC) Standards, and the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Professional knowledge of concepts, principles, techniques, and practices of community planning. 2.
Professional knowledge of the interrelationships of elements of social science and design disciplines involved in human settlements and the dynamics of change within these elements. 3.
Knowledge of enterprise geodatabase management and ability to apply knowledge to information processing standards and procedures to CADD/GIS design and programming projects. 4.
Ability to analyze planning problems, identify and define goals and objectives, organize and direct the functions and staff of a small to medium sized organization and to coordinate planning activities and programs at and between several organization levels.
5. Ability to express ideas orally, in writing, or by means of graphics and sketches. 6. Ability to deal tactfully and diplomatically with others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Serves as Installation Cartographer, or Geographer, with responsibility for the overall coordination and program development of high-quality, cost-effective Computer Aided Drafting and Design/Geographic Information Systems (CADD/GIS) tools, systems application and programs.
Initiates, conducts, coordinates, monitors, and participates in technical studies to determine the feasibility and the capability of the GIS technology to support current/new missions or long-range programs.
Develops CADD/GIS related management and design programs, applications software guidance, standards and instructions.
Maintains effective working relationships with scientist, engineers, designers, and planners from other agencies and customers, to include contractors, to facilitate the exchange of information and resolve problems.
Prepares correspondence including talking papers, briefings, etc., about projects, programs, and planning issues.
