The
Housing Division (HD) partners with local governments, Tribes, housing authorities, and nonprofits to develop and preserve affordable housing, promote individual and family self-sufficiency, and reduce adult and youth homelessness.
The Capital Programs Supervisor works within the Homeownership Unit (HOU) of the HD and is responsible for specific tasks within the Homeownership programs.
This position has oversight of all project management activities and program manager supervison.
This position oversees the development, negotiation, and management of key terms and conditions for state-funded capital investments as it applies to project management, and ensures projects are under contract, constructed or rehabilitated, and placed in service in a timely manner.
This position serves as an expert in homeownership development and finance.
Responsibilities include establishing program priorities, goals, and objectives, and developing policies and procedures to create and preserve homeownership opportunities that are sustainable throughout the projects’ period of performance.
This includes the necessary oversight to ensure the appropriate and cost-effective use of funds entrusted with the programs.
The position oversees the daily work and management of the Capital Programs program managers.
Requirements
Homeownership Program Management (including HTF programs)
Tasks include:• Manages the project budget for Homeownership Programs including tracking spending and regularly monitor project fund balances.
• Develop, implement, and maintain fiscal processes and resources for staff in accordance with agency and state policies, rules, and regulations.
• In collaboration with the Capital Programs Investment Manager, leads capital investments in homeownership projects and programs that benefit low-income first-time homebuyers as defined in Housing Trust Fund statute and/or capital budget appropriations.
• Coordinates with the Capital Programs Investment Manager to champion continuous improvement through organizational redesign efforts in response to changing funding, policy, or stakeholder needs.
• Oversees the Homeownership Capital Programs management of awarded projects by coordinating and collaborating with the Multifamily Housing Unit on aligning and ensuring consistency among housing programs; ensures the correct implementation, requirements, and reporting standards are met,
including audit of staff files and work to ensure accuracy.
• Represents the unit’s Homeownership Program to external stakeholders; assuring stakeholder engagement, providing customer service excellence, and timely completion of duties and assignments that meet or exceed customer expectations, including attendance of meetings, homeownership/housing and community development conferences, and other applicable in person gatherings.
• Defines, develops, reviews, and recommends policies, procedures, and best practices and engages stakeholders, advocates, homeowners, and homeownership providers throughout the state to help improve the Homeownership Program.
• Provides technical assistance on industry best practices to program contractors and other HOU staff regarding the development and operation of affordable housing homeownership projects and programs.
• Consults and coordinates with the Capital Programs Investment Manager to ensure that the implementation and delivery of housing programs and policies stay aligned and coordinated whenever feasible.
• Exercises independent judgment and discretion regarding the interpretation and implementation of agency, federal and state policies and regulations related to Homeownership and the Housing Trust Fund.
• Leads the design and implementation of the organizational structure and workload distribution for the capital programs within HOU in coordination with the Capital Programs Investment Manager and other unit supervisors.
• Evaluates current structure, identifies opportunities for operational efficiency, and implements changes that align staffing, systems, and functions with evolving program needs.
• Assists the Capital Programs Investment Manager and the other unit supervisors in program planning, budget development, and development and implementation of unit policies and procedures.
• Assists the Capital Programs Investment Manager and the other unit supervisors in improving, documenting and implementing unit processes and procedures.
• Acts on behalf of the Capital Programs Investment Manager and the Homeownership team at stakeholder, HOU, HD, Commerce, and other meetings as assigned.
Staff Management
Tasks include:• Plans, assigns and reviews the work of the HOU Homeownership Capital Programs team, adjusting assignments and schedules to maintain adequate staffing levels and in response to fluctuating workloads.
• Participates in the hiring process in accordance with HR and Commerce policies and procedures; assesses training needs of staff and arranges for or provides instruction and mentoring.
• Provides routine feedback, coaching, and guidance; sets goals and expectations, evaluates job performance and prepares performance appraisals, and corrects performance as needed.
• Develops and refines team roles and functional alignment to optimize program delivery and improve performance outcomes.
• Leads strategic planning efforts for the Homeownership Capital Programs team integrating long-term program goals with staffing, systems, and operational structures.
• Manages workload and performance of team, assigns contracts, maintains reports and tracking log of all activity and closing dates, ensures deadlines are met, and provides quality assurance of all contract related activities.
• Ensures cross-team coordination within the HOU, the Multifamily Housing Unit, HD, and Commerce, and with external stakeholders on matters related to all aspects of the Homeownership Programs.
• Coordinates and resolves conflicts of priority between staff, program, and activities.
• Ensures team participation in Commerce other performance management activities; maintains data and implements plans that support the accomplishment of established performance targets.
Management of Homeownership Capital Projects
Tasks include:• Oversees the homeownership project review and underwriting, and management of capital projects, and collaborates with the Multifamily Housing Unit’s CS5 on the underwriting and management of capital projects.
• Works in collaboration with the Capital Programs Investment Manager on the solicitation of applications, review and underwriting of received applications, recommendation of funding allocation and project awards, negotiating and executing contracts and loan terms, managing projects from
award, through construction and the placed in service periods of performance.
• Develops, implements, and maintains policies and procedures related to homeownership capital project funding and management activities within the unit.
• Ensures cross-team coordination and collaboration within the HOU teams, HD, Commerce, and with external stakeholders on matters related to underwriting and project management.
• Ensures timely development, negotiation, and execution of contracts, financing terms, and other legal documents appropriate to each capital project; coordinates with Commerce contracting and fiscal staff; negotiates with contractors and developers; facilitates real estate transactions and develops escrow instructions; oversees contract negotiations, contract executions, and real estate closings; coordinates and communicates with other project funders.
• Negotiates homeownership capital contract terms, including loan and grant terms, with real estate developers, title officers, escrow agents, lenders, attorneys, housing authorities, single asset entities, and nonprofit affordable housing providers.
• Troubleshoots and problem-solves pre-development, development, and contract-related issues; renegotiates contract terms and financial structures, as necessary.
• Ensures file documentation is complete and data is properly maintained in the unit’s data systems and project/contract files.
• Serves as the homeownership subject matter expert for implementation and administration of the Evergreen Sustainable Development Standard program.
• Coordinates and contracts for third-party construction reviews for homeownership as appropriate, participates in the review and approval of their requests for payment, and monitors their expenditures and project progress.
Qualifications
Required Qualifications:
Nine (9) years of combined experience and/or education as described below:
Experience community, trade or economic development with a focus in three or more the following areas:
• Affordable housing
• Housing finance
• Real estate
• Contracting
• Convening and managing stakeholder engagement
• Working with nonprofit homeownership program funded by the Housing Trust Fund or other public funders
One (1) of the nine years must include the following:
• Supervising one or more employees including hiring staff, training and development, assigning work, evaluating performance, and taking corrective action.
Education involves real estate, housing finance, business, public administration or related field. Qualifying education post High School or equivalent may be substituted year for year for experience.

Required Position Competencies:
• Ability to effectively communicate, analyze, and weigh the risks versus benefits in decisions and recommendations related to real estate finance and contract negotiations.
• Ability to collaborate and build partnerships, develop work teams, and work effectively with the authorizing and external environment.
• Ability to successfully prioritize and manage complex projects in a face-paced environment
• Ability to interact with public stakeholders from diverse backgrounds
• Intermediate skill level in Microsoft Office suite products including OneDrive, Teams, SharePoint, Excel, Word, and Outlook.
• Exceptional written and verbal communication skills, as well as interpersonal and relationship building skills.
• Knowledge of agencies, institutions, and processes involved in real estate development.
Preferred/Desired Qualifications:
• Consumer homeowner mortgage lending and servicing experience, including with the Consumer Financial Protection Bureau (CFPB) rules and regulations
• Experience with state and federal housing program regulations (HUD, CDBG, USDA RD, or LIHTC)
• Experience with managing contracts for construction or rehabilitation of affordable housing and with multiple funding sources (state, federal, local, private).

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remotely or have a hybrid schedule.
