The primary purpose of this position is to serve as the Air Force Command senior specialist responsible for directing, developing, implementing and/or functioning as part of a logistics management operations for the command involved in providing administrative, program and logistical support for the C-130J weapon system and the C-130J AMP program.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12 or equivalent in other pay systems.
Examples of specialized experience includes experience includes knowledge and ability to serve as C-130 Program Manager; Skill and ability in conducting research, analysis, and developing reports with assessments of mission requirements to identify gaps associated with projects/programs and develop/implement solutions; Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise subordinates.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of a wide range of qualitive and qualitative methods for the assessment and improvement of command level plans and programs supporting major AFRC functions such flight and mission. 2.
Knowledge of logistics functions, programs, and systems applicable to the duties of this position. 3. Ability to identify problems and develop innovative solutions. 4.
Ability to communicate effectively both orally and in writing 5. Ability to maintain good working relations. 6. knowledge of requirements for fielding equipment/systems. 7.
Ability to develop, prepare, coordinate, staff and implement policies, procedures, and directives PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
1. Plans and develops program documentation including agreements and charters to provide AFRC management authority, responsibility, and oversight of the C-130J weapon system and C-130 AMP program.
Chairs a Command Integrated Product Team (IPT) responsible for analyzing and coordinating on technical documentation needed for long-range implementation of this program and ensuring adequate support is projected for the AFRC tactical/strategic functions of flight and mission (ie., mobilization, exercise, rescue, special operations, and contingency.) .
2.Serves as the Command expert for the C-130J and C-130 AMP program implementation. Chairs steering groups. 3.
Leads and coordinates activity relative to managing the costs for acquisition and deployment as well as reducing C130 fleet ownership cost.
Develops budgetary inputs for initiatives, establishes baselines and accumulates data; tracks total program funding by appropriation for both acquisition and operating and support. 4.
Analyzes and evaluates substantive program operations managed through the branch, management and organizational effectiveness, efficiency and productivity. 5.
Plans, monitors, and/or evaluates in an expert capacity war reserve logistics planning operations for the C-130.1 aircraft system components, which encompass provisioning, sustainment, modernization, readiness and maintenance of war reserve sets of unit equipment.

Actively participates in strategic planning to improve direction of assigned program(s) 7.Prepares and delivers oral presentations such as briefings, training sessions, consultations and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).
8.Complies with safety and health requirements.
