Full Job Description

The Planning Department seeks a strategic, technology-focused Business Systems Manager to support department operations and enable data-driven decision-making across the organization.

This role will serve as a bridge between business needs and technology solutions by analyzing current systems, cleaning and synthesizing data, developing dashboards and reports, and identifying opportunities to improve efficiency through better tools, processes, and documentation.

The Business Systems Manager will play a key role in helping the department modernize its operations, improve data reliability, and respond to increasing demands for public-facing transparency and internal performance insights.


Nashville Planning Department is comprised of planners and designers with expertise in land use, architecture, landscape architecture, and urban design.

These staff members provide analysis and recommendations throughout Metro Nashville on current planning and development, community planning, and urban design and landscape issues in a wide variety of urban, suburban, and rural contexts.


Requirements

  • Serve as the liaison between the Planning Department and ITS, ensuring technology needs are clearly communicated, prioritized, and aligned with department goals.
  • Develop internal reports and dashboards to improve visibility into performance metrics.
  • Evaluate existing business systems and tools to identify inefficiencies, gaps, and opportunities for improvement.
  • Recommend enhancements or replacements to increase operational efficiency and user experience.
  • Develop business cases for new technology solutions, including cost-benefit analysis and implementation planning.
  • Document business requirements and workflows across systems and functions.
  • Clean, organize, and synthesize data from various sources to support strategic planning and policy development.
  • Support the development of public-facing dashboards that communicate key department metrics.
  • Create and maintain SOPs related to systems, data processing, and reporting standards.
  • Coordinate closely with internal teams across divisions to optimize business software systems.
  • Serves as the liaison between Planning and the Mayor’s Office of Performance Management.

Qualifications

Bachelor’s Degree in Information Systems, Public Administration, Business Analytics, or a related field and ten (10) years of experience in Business analysis, Data analytics, or Technology administration, including five (5) years of supervisory experience in the area of Business systems, Data management, or Process improvement.
