The Department of Human Services is seeking a strategic, results-oriented Business Analyst 3 to support the Bureau of Fee for Service Programs.

This advanced analytical and supervisory role is based within the Office of Long-Term Living (OLTL), where you will function as a subject matter expert in business processes and IT system functionality for highly complex systems.
You will direct and oversee division business analysts who deliver program office support for multiple existing applications, as well as new system implementations.
In this leadership capacity, you will guide the development, implementation, and ongoing support of business and system enhancements related to major initiatives, including the Ensuring Access to Medicaid Services (CMS-2442-F) final rule, which is expected to require the creation of two new systems to ensure compliance.
Your responsibilities will include leading and supervising a wide range of business support activities, such as defining business and system requirements, coordinating user acceptance testing, managing system change requests and issue resolution, overseeing system access, facilitating change management and approval processes, and providing ongoing user support to OLTL providers and staff.
In addition, you will interpret system functionality, develop training materials, produce documentation to support program objectives, and troubleshoot issues while responding to inquiries related to the service programs supported by OLTL systems.

Work Schedule and Additional Information:
Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.
In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.
If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
