This job involves reviewing the financial health of the company's business partners, spotting potential risks, and creating plans to reduce those risks while ensuring everything follows the rules.

Full Job Description

This position is located with Bonneville Power Administration, in Transacting, Credit, Insurance Risk Management organization (CBC); Risk Management (CB), Compliance, Audit and Risk Management (C).

A successful candidate in the Business Specialist position will be responsible for assessing, monitoring, and evaluating the financial condition of customers we do business with across all business units, and developing and implementing risk mitigation strategies.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service.

Specialized experience for this position is defined as: 1) analyzing company financial statements and public filings to determine credit risk; 2) negotiating credit terms with external customers, promoting high business outcomes and protecting organization interests; and 3) conducting compliance monitoring to ensure organization activities conform to applicable regulations and policies.

"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

As a Business Specialist, you will: Apply the theories, principles, practices, and analytical techniques associated with the analysis and evaluation of audited or company prepared financial statements, Securities and Exchange Commission (SEC) reports or public filings to determine vendor credit risk ratings.

Apply a wide range of credit risk mitigation concepts, principles, and incorporating the knowledge of applicable laws, regulations (e.g., Federal Energy Regulatory Commission, FERC, Commodity Futures Trading Commission, CFTC), and practices to frame, develop, and recommend flexible alternatives for problem resolution.

Apply fact-finding and investigative techniques (e.g., interviews with counterparty Chief Financial Officer, staff and other experts, review of counterparty work procedures, instructions, records, and files) to perform qualitative and quantitative financial analysis for highly complex and/or difficult financial risk analysis situations.

Support the development of service contracts, one-off transactions, and master agreements as it pertains to credit risk and credit risk pricing.

Perform risk analyst functions on special projects as assigned. This may include general risk consulting, risk identification, risk analysis, and risk mitigation.

Plan, coordinate, monitor, and manage projects to deliver on high-visibility risk management initiatives or address complex risk management issues as assigned.
