Full Job Description

The position is in the Architect of the Capitol, Office of the Chief of Operations, Executive Director of Facilities Operations, Senate Office Buildings (SOB).

As a Business Operations Manager, you will oversee a $145M-184M annual budget for facility maintenance, facilities services and construction programs.

Support the SOB jurisdiction with finance, acquisition, procurement, material management, human capital development, and strategic planning and execution.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

To qualify at the GS-14 Grade level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Examples of qualifying experience include performing 4 out of the 5 tasks listed below on a regular and recurring basis: (1) Overseeing and managing budget operations, including long- and short-term budget formulation and execution for an organization or a portfolio of projects.

(2) Overseeing and managing the identification of project requirements, development of programming documentation for budget submission, and establishment of procurement strategy packages.

Managing procurement activities including purchase card programs, contracts, and material management programs.

(3) Performing reviews to plan, develop and execute organizational structure changes, processes, and strategic initiatives to improve operations and organizational effectiveness.

(4) Ability to provide leadership responsibilities including performance management, employee development, and discipline for a diverse team of tradespeople and professionals.

(5) Experience in preparing reports, correspondence, memoranda, and responses to executive staff.

(6) Analyze and review policies, directives, instructions, and regulations to develop, revise, implement, and interrupt Standard Operating Procedures (SOP) to determine their impact on a Jurisdiction and its programs and activities.

Major Duties:

Tour of Duty: Monday-Friday hours range from 7:00 am to 6:00 pm with flexible start and end times, subject to approval by supervisor This is an Essential-Employee Position.

The employee will be required to report to work during emergencies AND inclement weather situations.

Work schedule will include mandatory overtime on holidays AND weekends on a regular and recurring basis.

The individual selected for this position will: Supervisory Performs the full range of supervisory responsibilities including time and attendance, leave, performance management, employee development, and discipline for a diverse team of tradespeople and professionals.

Provides advice, counsel, and directions to employees related to work and administrative matters.

Budget Formulation and Execution and Financial Management Develops and oversees the $145M-$184M budget for annual facility maintenance, facilities services, and construction programs for the jurisdiction.

Reviews and formulates guidance for developing the jurisdiction budget. Provides guidance to managers and supervisors to assist them in preparing their budget request submissions.

Coordinates within the jurisdiction and with OCE, to ensure the construction program planning and design actions necessary for the annual budget request submission are complete.Prepares narrative and quantitative documentation to support the Senate's annual budget submissions and assists in developing proposals to increase the organization's resources and prepares the budget package for review.

Performs detailed budget reviews to effect adjustments such as reprograming funds, reallocation of budget obligations, addition or deletion of full-time equivalent (FTE) positions and authorizations to purchase equipment.

Tracks expenditures for obligations such as salaries, equipment, supplies and training and schedules periodic financial reviews.

Analyzes financial, budget control and balance statements to ensure proper execution of funds.

Strategic Planning, Evaluation, Analysis and Reporting Independently performs studies and reviews to understand and plan for organizational structure, policy, process, operations and financial implications.

Recommends corrective action to improve recognized deficiencies by judiciously leveraging tasking teams and resources.

Oversee the development of strategic training programs to align with career ladders to provide employees with professional growth opportunities for a career with the AOC.

Works cooperatively with AOC University and HCMD's Work Force Planning, to ensure that jurisdiction efforts are in line with the AOC mission, objectives, policies and procedures.

Plans, advises and makes recommendations to management for the implementation of new policies, standard operating procedures, processes or methods to achieve ever-higher levels of organizational performance.

Develops and leads implementation of strategic plans for the SOB and oversees the jurisdiction's efforts to meet broader AOC strategic planning goals.

Works with the SOB leadership team to set strategic goals and metrics for the coming fiscal year and out years and to evaluate progress against established plans.

Identifies and develops data required in the management and direction of programs, including developing, monitoring and reviewing dashboard metrics.

Develop comprehensive reports regarding improvements or changes needed to reach current and future strategic goals.

Policy Formulation and Long-Range Planning Reviews and interprets new and established policies, standard operating procedures (SOPs), directives, instructions, and regulations to determine their impact on the jurisdiction and its programs and activities.

Determines the need for additional policies and procedures and develops a program to prioritize the development of policies and SOPs by identifying a team of subject matter experts, facilitation meetings, and assistance in writing the policies and SOPs.

Acquisition, Assistance and Material Management Leads the Senate procurement processes and serves as the primary liaison with the agency acquisition offices for procurement efforts.

Oversee procurement data input and reporting. Oversees purchase card reviews to determine the overall assessment of jurisdiction purchase card activities.

Oversees contract management and tracking for the jurisdiction.

Preparation of Written Materials Prepares reports, correspondence, memoranda, briefings, and other documents relevant to program activities, such as responses to Congressional budget hearing supporting documentation, AOC Performance and Accountability Report, weekly reports, cost analyses, quarterly capital reports, award program plans and training plans.
