King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community.


Our Finance Section is looking for two enthusiastic, skilled, knowledgeable, team players to join the Business Management Unit of the Behavioral Health and Recovery Division (BHRD) Fiscal Team as a Business Liaison.

The Business Management Unit is responsible for both division and program budget management and financial reporting, with business liaisons serving as account representatives to BHRD programmatic units.


The Business Liaison (Business and Finance Officer III) positions report to the Financial Services Administrator.

It is the primary point of contact for a portfolio of BHRD programs, providing general financial support as necessary as well as program budget development and monitoring.

The Business Liaisons works closely with all other units within the BHRD fiscal team, particularly the KCICN (Medicaid), MIDD, and Accounting teams, to ensure programmatic information is shared and appropriately coordinated between activities.


Requirements

To be considered minimally qualified, applicant must demonstrate a background that provides the knowledge, skills and ability to:

  • Collaborate with BHRD programs to identify fiscal solutions to programmatic challenges
  • Educate program staff on financial processes and concepts as necessary to support program activities
  • Work closely with BHRD programs to develop biennial and supplemental budgets and budget decision packages
  • Input budgets into King County’s PBCS/Hyperion System
  • Support Financial Plan development and analysis by providing program fiscal knowledge and expertise
  • Coordinate with other units within the BHRD fiscal team to ensure financial and programmatic information is consistent and appropriately communicated
  • Partner closely with the Revenue Analyst to ensure program spending complies with revenue source allowability
  • Conduct recurring financial reporting to management, program staff and other partners
  • Develop financial projections based on program input and financial data analysis
  • Monitor program staffing levels and positions, including Career Service, special duty, and temporary positions
  • Conduct Ad Hoc financial analysis as necessary
  • Ensure POETA accounting structure is up to date and accurate, and that programs have the appropriate POETA codes as needed
  • Support the development and management of division wide reporting and dashboards
  • Support the completion of other financial reporting requirements such as KCICN Administrative Cost reporting and state HCA Revenue & Expenses reporting
  • Support fiscal year-end close processes as needed
  • Review expenditures for compliance with grant, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed
  • Very effective communicator in written, verbal and presentation forms
  • Coordinate, interpret and implement federal, state, county and local laws, policies, and procedures as necessary
  • Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement
  • Assist with department-wide financial management as needed
  • P-Card approval
  • Other duties as assigned

Qualifications

WE ARE LOOKING FOR CANDIDATES WHO HAVE:
  • A minimum of four years of progressive responsibility in finance, audit, project management or any equivalent combination that provides the knowledge, skills, and abilities necessary to perform the job
  • Knowledge of Oracle/EBS and Oracle budgeting and Tableau reporting systems
  • Demonstrated skill in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences
  • Ability to work collaboratively with program managers to secure integrated work products
  • Demonstrated proficiency with MS Office suite
DESIRED QUALIFICATIONS:
  • Bachelor’s degree in business, economics, public administration or accounting and six years of progressive responsibility in finance, audit, project management or any equivalent combination that provides the knowledge, skills, and abilities necessary to perform the job
  • Knowledge of public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting. Knowledge of GAAS auditing standards and GAAP accounting principles
  • Advanced knowledge of Oracle/EBS and Oracle budgeting and Tableau reporting systems

ADDITIONAL POSITION INFORMATION:

This position has been designated Non-Mission or Mission Critical.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

The Business Management Unit Fiscal Team works in a hybrid model, with days in the office as well as telecommuting.

The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook, 401 5th Ave, Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
  • This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
