As the administrative arm of the
State Board of Education, CDE is responsible for implementing state and federal education laws, disbursing state and federal funds, holding schools and districts accountable for performance, licensing all educators, and providing public transparency of performance and financial data.

A wide salary range is posted for this position, and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority relative to others performing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

Requirements
Work Environment:This position is full-time, state-funded (funding is expected to continue indefinitely unless otherwise indicated in this posting), and is hybrid (Remote/Home Office with a requirement to report to work location per business needs).

- Required to sit, view a computer screen, and utilize a keyboard and mouse for extended periods of time.

- Light work usually requires walking or standing to a significant degree.

Position Summary:
The BI Manager plays a key role in the evolution of CDE’s enterprise data platform. This role collaborates with application development, data pipeline engineering, governance, and project management teams to deliver scalable, secure, and reliable data services supporting reporting, analytics, and public transparency initiatives. Scopes, plans, and prioritizes multiple projects. Manages all aspects of the warehouses, such as data sourcing, migration, quality, design, and implementation. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected.
The final salary is anticipated to fall within the posted salary range; however, it could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.
Major Duties and Responsibilities:- Provide direction for diverse and complex initiatives and accountability for a variety of tasks to architect and deliver data warehousing solutions that exceed customer expectations in content, usability, accuracy, reliability, and performance.
- Lead modernization of the enterprise data platforms, including data pipelines, analytics layers, and reporting systems.
- Manage Data Warehouse and Business Intelligence Teams
- Collaborate and partner with technical and business teams to accomplish the following:
- Define requirements for joint report development.
- Plan implementation steps required.
- Develop and manage a budget.
- Deliver solutions per requirements.
- Collaborate with data governance teams to ensure metadata, lineage, data quality, and privacy standards are integrated into the data platform.
- Prepare and present gap analyses as needed, for technology and business solutions for audiences up to CIO level.
- Partner with application development and data pipeline teams to ensure reliable end-to-end data flow from source systems to analytics platforms
- Manage and support all project-related architecture, design, development, and deployment of data-oriented integration across platforms and projects.
- Manage project and operational deliverables to ensure adherence to deadlines, specifications, and budgets.
- Monitor and track team progress and report findings to the leadership team.
- Ensure all data warehouse developers keep current with technological developments within the industry.
- Monitor and evaluate competitive applications and products.
- Provide active technical coaching and management support for the warehouse team staff and mentor others across the organization.
- Implement performance metrics and report on team effectiveness.
- Provide overall direction to the team members assigned to their designated projects.
- Prioritize tasks, delegate assignments, and evaluate performance of the entire project team.
- Work independently, assume responsibility for job development and training, research and resolve questions and problems, request manager's input, and keep the manager informed.

This position does have supervisory responsibilities. The duties and responsibilities for employees who supervise staff include, but are not limited to, the following.
- Model and ensure consistency with organizational values and policies.
- Clearly communicate expectations and standards to staff.
- Conduct timely performance management of staff, including formal evaluations, ongoing and routine feedback, and holding staff accountable.
- Be aware of employee time worked and work schedules
- Approve time worked for payroll and monitoring, and approve all work schedules, including remote and flex schedules, in accordance with CDE's policies.
- Provides the applicable tools and resources staff require to perform their job.
Qualifications
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Experience - Seven (7) years of professional experience in data systems management, software development, or related discipline.
- Three (3) years of the experience listed above must include managing or leading a team in an enterprise data warehouse environment or similar role.
Education and Experience
- Bachelor’s degree from an accredited college or university in MIS, CS, or related discipline, or equivalent experience.
And
- Three (3) years of managing or leading a team in an enterprise data warehouse environment or similar role.
QUALIFICATIONS AND CONDITIONS:
Qualifications for Success in the Position:
- Expert knowledge of both relational database and dimensional data warehouse best practices.
- Experience with modern data engineering practices and data pipeline orchestration.
- Experience with data governance, metadata management, and data lineage tools.
- Hands-on experience in developing web applications backed by database systems.
- Strong understanding and previous hands-on working knowledge with some of the following software components: Linux, Shell Scripting, Informatica, SQL, and Oracle Database.
- Experience in full-stack application development, using SQL Stored Procedures, Python, Java, PHP, or similar programming languages.
- Experience with LAMP stack application development. (Linux, Apache, MySQL, and PHP).
- Experience implementing DevOps or DataOps practices for analytics and data engineering teams.
- Experience in Agile or Scalable Agile Frameworks
- Strong written and verbal communication skills.
- Strong attention to detail (proofing work, spelling, grammar, formatting, etc.).
- Demonstrated ability to effectively balance quality of work and productivity expectations.
- Demonstrated ability to effectively collaborate with internal and external customers (e.g. school districts, other CDE units).
- Demonstrated ability to prioritize and organize work to accommodate and meet the changing needs of the department and meet deadlines.
- Demonstrated ability to take initiative and exhibit a proactive approach to work.
- Demonstrated ability to identify problems and recommend solutions prior to the standard being jeopardized.
- Demonstrated ability to work independently, as well as on a team.
