Full Job Description

Iowa Workforce Development (IWD) is seeking applicants for the position of Business Engagement Consultant in our Mason City IowaWORKS location.

Job Description

Under the direction of Bureau Chief, Business Engagement Division, the Business Engagement Consultant will work primarily in employer-facing functions through in-person meetings and events, virtual meetings, telephone contacts and email correspondence achieving the following:

  • Develop working relationships with area employers across multiple tiers of responsibility, primarily at the plant management, human resources and recruiters, and/or CEO levels.
  • Serve area employers as the primary point of contact for workforce questions and for workforce programs and resources.
  • Promote resources, hiring events, educational opportunities/seminars and partnerships to employers.
  • Advise employers on recruitment and local job market conditions, local wage information, recruitment and retention strategies and best practices, job order postings, pre-employment applicant assessments, Iowa's National Career Readiness Certificate, successful interviewing guidelines/tips, questions or concerns regarding job listings and posting requirements, etc.
  • Educate employers on programs and resources including Registered Apprenticeships, on-the-job training, incumbent worker training, youth work experience programs, Work-Based Learning, Disability Employment services, Work Opportunity Tax Credits, 260 E/F/G funding, Federal Bonding, national labor exchange Rosetta Stone, MSFW program, childcare resources, and other training programs and funding.
  • Develop employer profiles within IowaWORKS.
  • Utilize e-tools including SIDES to engage businesses. Assist with Employer unemployment Create employer services packets.
  • Make employer referrals to AJC, LWDA partners, state, regional, local and nonprofit partners.
  • Follow up with employers on their requests.


The Business Engagement Consultant will partner with (LVERs), statewide, regional and community organizations such as chambers, regional economic development groups, Business & Industry groups, ECI, SHRM, educational partners, colleges and nonprofits to represent and promote Iowa Workforce Development/IowaWORKS employer workforce programs and resources.


Network with employers and community organizations and conduct local/regional presentations to SHRM, Rotary, Kiwanis, Economic Development, Chamber, Vocational Rehabilitation and State Library and LWDA conferences and meetings.


In this role you will represent Iowa Workforce Development/IowaWORKS at employer/hiring events and coordinate with IWD Communications to promote Iowa Workforce Development/IowaWORKS business engagement programs and resources through local media sources and social media.


Inform team of new employer job orders. Demonstrate understanding of job order processes of

business services team, below:

  • Post and search employer created job listings within 24 hours.
  • Consult and/or edit job listings for employers, setting up qualifying criteria and conducting searches for qualified candidates.
  • Follow-up on staff-managed job orders to ensure accuracy and Veteran preferences.
  • Submit employer websites for indexing.
  • Provide training/technical assistance for employers related to Iowa Jobs/IowaWORKS (job listing, applicant searching, etc.), Virtual Recruiter tool, ONET Online, seeker matching, tracking recruitment efforts of employers and notation of referrals/successful hires.


Provide unemployment assistance to employers by providing resources to unemployment insurance programs such as: SIDES, UI Tax, unemployment insurance process and answer basic employer unemployment questions.


Provide supportive services on Work-Based Learning and Registered Apprenticeships to businesses by educating them on each program and make referrals to Iowa Office of Apprenticeship for program creation.


Other duties as assigned.

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  1. Graduation from an accredited four-year college or university with a bachelor's degree in marketing, journalism, public relations, graphic design, communications, human resources, business, or economics and two years of full-time work experience in marketing, journalism, public relations, graphic design, communications, human resources, business, or economics.
  2. A total of six years of education and/or full-time experience (as described in number one), where 30 semester hours of accredited college or university course work in marketing, journalism, public relations, graphic design, communications, human resources, business, or economics equals one year of full-time experience.
