Full Job Description

You will serve as an ADMINISTRATIVE PROFESSIONAL MANAGER (BUSINESS DIRECTOR) in the CORPORATE OPERATIONS DEPARTMENT of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.

This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project.

The NT-04 pay band encompasses positions equivalent to GS-14 and GS-15 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12-14 or NT-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Leading business operations which span vision promulgation, culture change, business plan development/shaping/monitoring, and financial management (i.e.

working capital fund and general fund); 2) Developing strategic objectives into an execution plan and implementing risk-based assessment tools; and 3) Promoting innovation, knowledge management, and promulgating a data driven decision making culture in order to improve command efficiency and effectiveness.

  • You will serve in this position as an Echelon 3 Warfare Center Business Director who serves as the principal leader in the development and implementation of the commander's strategic direction and objectives, and business process improvements.
  • You will promote innovation, knowledge management, and promulgate a data driven decision making culture in order to improve command efficiency, effectiveness and pursuit of theoretical potential.
  • You will be accountable for ensuring the Total Force Department executes the annual staffing plan consistent with the affordability report produced by FM based on labor budget controls.
  • You will explore, analyze and establish programs ensuring that the internal and external functions are executed in accordance with established policy, deadlines, and funding ceilings and reconciles program needs with anticipated demands.
  • You will utilize analytical, judgment, discretion skills, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives.
