WF260043 – Business Development Specialist 2– Kanawha County
Exempt Position
At WorkForce, WV (WFWV), this position is in the Employment Services section, Business Services unit.
This position will be responsible for facilitating a close working relationship with new and existing businesses in West Virginia within their geographical region handling specific counties.
This position will cover Regions 2 and 3 serving eight (8) counties: Boone, Cabell, Kanawha, Lincoln, Logan, Mingo, Putnam, and Wayne.
This position serves under the federal program administered by the United States Department of Labor, Workforce Innovation and Opportunity Act (WIOA).
Assists in identifying and supporting WorkForce employer needs. Develop methods to assist in employer engagement and employer retention.
Research potential businesses and jobs within these businesses, matching job seekers to the business. Identifies skill gaps so productivity may be improved for employers.
Requires an understanding that West Virginia employer communities are the customer base of WFWV providing quality customer service.
Markets WFWV services and works collaboratively with WV local offices; Regional Workforce Development Boards; local business consultants; area chambers; partner agencies to coordinate tax credits, on-the-job training, and other incentives to hire qualified West Virginia workers.
Presents ideas and concepts about WFWV services and offerings through presentations, including public speaking to large or small groups.
Documents and maintain services in the management system, currently Mid- Atlantic Career Consortium (MACC) computer system.
Documents activities in weekly and monthly reports, in addition to other reports as assigned.
Assists, plans, organizes, and coordinates in the planning of job fairs, WFWV events, college fairs, and Workforce related Chamber events to market WF services.
Acts as a Liaison for regional WDB's services. Attend sponsored trainings, conferences, and meetings as directed.
Coordinates with other agencies on a state and local level to develop partnerships to assist in coordination of services to employers and job seekers.
Aligns Business Services program in conjunction with the State Unified Plan focusing on increasing the labor participation rate for WF.
This position requires excellent written and oral communication skills. Attention to details and multitasking, good attendance, as well as computer proficiency. A valid driver's license is required.
Requires travel. Performs other related duties as assigned. Please note, this is an Exempt position and is not covered under the merit system administered by the West Virginia Division of Personnel.

Training: Bachelor’s degree from an accredited college or university.
OR
Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.
AND
Experience: Two (2) years of full-time or equivalent part-time paid experience in banking, business administration, industrial or labor relations, human resources, journalism or communications; demographic, economic, market or developmental research, or planning; in the ownership/operation of a business enterprise, or related work.
OR
Substitution: A master's degree from an accredited college or university may substitute for the required experience.
