Public Health — Seattle & King County's Community Health Services (CHS) Division is seeking interested applicants to fill a Career Service vacancy as a Business and Finance Officer IV (BFO IV).
This posting will create a list of qualified candidates that may be considered for selection of additional vacancies of the same position type over the next 6 months.
Position Summary
The BFO IV is responsible for monitoring the overall financial and budgetary operations of the CHS division, which requires detailed oversight of its complex budget. The incumbent will also oversee fiscal assignments carried out by administrative support staff and provide necessary training to ensure accuracy and compliance. In addition, this position will collaborate with finance and program managers to conduct fiscal site visits to ensure strong internal controls, adherence to fiscal policies, and audit readiness.

Community Health Services is the largest of 7 divisions in Public Health – Seattle & King County with over 600 employees, delivering a variety of health services through the programs, partnerships, and Public Health Centers they operate. We provide family health, pediatrics, parent-child health, dental, teen clinic, health insurance enrollment services and ORCA Lift. We serve a diverse low-income population including people who are experiencing homelessness, recent immigrants and refugees, people with complex health conditions, and people with limited English proficiency. Work Schedule
The typical work week is Monday through Friday, 8:00am-5:00pm, 40 hours per week. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and is not overtime-eligible.
Work Location
Chinook Building – 401 5th Avenue, Suite 1200, Seattle, WA 98104. The need to travel to Public Health sites
throughout King County may be required.
Remote and Onsite Work
The CHS Finance Section team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely.
The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Requirements
Coordinate, prepare, review, and lead the development and ongoing monitoring of the annual division budget for a large, complex public health division, ensuring alignment with policy, funding restrictions, and strategic priorities.
Evaluate proposed expenditures or programs and perform cost-benefit and fiscal impact analyses.
Develop and maintain division-level financial reports and dashboards.
Oversee and conduct contract monitoring and fiscal site visits for the Community Health Services (CHS) Division.
Oversee and conduct grants reconciliation throughout the year to ensure accuracy and compliance.
Advocate for and support the identification and application for new funding opportunities
Support the Community Health Services Finance Manager in developing, implementing, and improving division-wide financial management tools, policies, and processes.
Perform other duties as assigned.
Qualifications
Our ideal candidate will demonstrate the following (Minimum Qualifications):Four (4) or more years of experience, training or the equivalent combination of experience and education in fiscal management that includes expense monitoring, procurement, local government budgeting and federal grants management.
Experience analyzing data from a large financial management system (e.g., Oracle E-Business Suite) and presenting financial information in a clear and accessible manner for non-fiscal audiences.
Knowledge and experience with grants management including compliance, internal control monitoring, billing, and reporting.
This includes demonstrated knowledge and familiarity with Uniform Guidance (2 CFR 200), the Uniform Administrative requirements, cost principles and audit requirements for federal awards.
General accounting and/or payables experience that includes processing invoices, cash management, and gift incentives administration.
A high proficiency in Microsoft Excel (including formulas, pivot tables), MS Office 365, and other web-enabled tools including Microsoft Teams and SharePoint. Candidates must also be comfortable with using Microsoft Outlook and Word.
Ability to work independently with a high level of attention to detail and with strong time management skills in an environment with competing and rapidly changing priorities.
Ability to build and maintain effective working relationships with diverse stakeholders representing a variety of cultures and backgrounds including but not limited to Section Management, other Section Finance Leads, the department’s Central Finance Staff and external partners including funders, community members and community organizations.
The most competitive applicants will have the following experiences and qualifications (Desired):
Possess a Certified Public Accountant (CPA) license or Certified Government Financial Manager (CGFM) professional certification.
Strong problem-solving skills including ability to listen, assess issues, and collaborate with colleagues to develop best fit solutions.
Strong written and verbal communication skills.
Experience developing and reviewing contract exhibits including budgets, invoice templates, cost price analyses, letters of agreement, and scopes of work.
Experience providing consultation and technical assistance to external grantees unfamiliar with federal award requirements.
Demonstrated history of exercising sound professional judgment in maintaining confidentiality and anticipating the consequences of sharing information.
Demonstrated time management and self-direction skills to prioritize work and complete multiple tasks simultaneously with accuracy.
