Summary

This Business Analyst role at U.S.

Citizenship and Immigration Services involves collecting and analyzing data, figuring out if projects are worth the investment, and helping build and test web applications to support immigration processes.

As a Business Analyst, you will gather documentation, analyze data, conduct return of investments to determine cost-benefit, gather requirements and create user stories and sprints.

This includes building test scenarios and cases, and test plans for functional, user acceptance, and regression.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/09/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/09/2026. Application Limit: This vacancy is limited to the first 150 applications received.

You must have experience performing the majority of the following duties: Building process work flows for current state and future state processes for web-based applications.

Conducting functional testing on web-based applications. Conducting regression testing web-based applications.

OR You may substitute a Master's degree or two (2) full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B.

degree for experience required at the GS-09 grade level.

Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the majority of the following duties: Gathering business requirements and conducting analysis for web-based applications.

Coordinating with development team to get defects fixed and deployed. Writing user stories from business requirements for web-based applications.

Conducting analysis affecting performance, costs, and risks for defined projects.

OR You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M.

if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.

GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the majority of the following duties: Building test scenarios, test cases, and test plans for web-based applications.

Creating and executing functional and regression cases for web-based applications. Conducting user training for functional and regression testing.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, and are assigned based on the need of the agency.
  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
  • Manages and executes multiple HR related project from initiation to completion, including coordination of systems and testing.
  • Supports change management strategies to align policy, processes, and data related to the HCT policy, program, and business functions.
  • Works with policy/program stakeholders and systems development team in the process of defining user needs, documenting user stories, evaluating test scenarios.
  • Applies and adapts approaches to the collection and extraction of requirements/data from a variety of systems/sources related to HR information.
  • Develops system specification and artifacts, such as requirements specifications, use cases, system test cases, training documentation and user manuals.
  • Prepares written and oral reports based on data analysis and presents and propagates statistical models across a variety of stakeholder groups.
  • Plans and oversees, process re-engineering, problem solving, project oversight, as well as stakeholder consultation, communication, and negotiation.
