As part of agency efforts to meet its Data Modernization Initiative (DMI) goals, participates in the on-boarding and improvement of data import streams as well as the transition to a new electronic disease surveillance system. This work will involve multiple areas of the data pipeline but concentrate primarily on the import of data. The position will provide data import support, informatics technical support, and informatics program support.

Evaluate and produce quality-assurance reporting for diverse electronic disease data streams to support data import operations. Design and strengthen Electronic Lab Reporting (ELR) and Electronic Case Reporting (eCR) data-quality metrics, artifacts, and monitoring processes, advising on strategies to automate and standardize import workflows. Liaise and advise external partners providing expertise related to facility technical onboarding. Identify data-connectivity and transmission issues and drives coordinated technical remediation efforts with sending facilities.

Consults with Systems Integration (SI) team to advance eCR condition authoring within the Reportable Condition Knowledge Management System (RCKMS). Supports the development and rollout of the electronic disease surveillance system by ensuring that data imports are optimized to meet the requirements of program areas, Information Technology (IT), and external organizations to ensure interoperability standards, Health Level 7 (HL7), Fast Healthcare Interoperability Resources (FHIR), Application Programming Interface (API's).

Cross-train with other staff to provide technical support to meet program area needs, including Research Electronic Data Capture (RedCap), Health Alert Network (HAN), and the Provider Disease Reporting Portal. Assist with communicative operational maintenance, to include helpdesk, workgroup, and Promoting Interoperability activities. Performs other duties as required to meet program area needs.

Requirements

State Minimum Requirements: Master's degree in public health in epidemiology, biostatistics or a closely related field and relevant working experience.

A Doctoral degree in epidemiology, or advanced training in applied epidemiology, such as the Public Health Prevention Specialist Program at CDC may substitute for experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate.
