Leadership and Management: Provides leadership and management of the CNS in alignment with the agency’s strategic plan.
Ensures full integration of nutrition services in collaboration with other public health programs (e.g., maternal and child health, chronic disease, clinical services, communicable disease) and oversees effective CNS operations throughout the supervisory chain to frontline service delivery staff.
Develops, implements, and monitors bureau performance measures and ensures compliance with program standards, legislative requirements, data security, and confidentiality policies.
Conducts regular supervisory, staff, and programmatic meetings and represents the agency on local, regional, and national committees related to CNS and WIC (Women, Infants, and Children Special Supplemental Nutrition Program).
Directs the development and dissemination of the State WIC Plan, including obtaining consumer input.
Integrates quality improvement initiatives, monitors program outcomes, and implements adjustments in response to management evaluations or findings.
Ensures staff and programs adhere to agency policies and procedures, completes employee evaluations within required timeframes, and addresses personnel matters in a timely and professional manner.
Operational Oversight: Develops and maintains current program policies and procedures and oversees financial planning and implementation of the bureau’s budget.
Supports use of the CARES WIC module (CARES – Client Automated Resource and Eligibility System used for WIC program data management) for internal and external data reporting, including USDA/FNS reports (United States Department of Agriculture / Food and Nutrition Service), and continues implementation of the WIC EBT system (Electronic Benefit Transfer).
Ensures the vendor management unit operates in accordance with state and federal policies and regulations, and reviews and updates interagency agreements for CNS.
Implements and monitors contracts and expenditures, updates the bureau’s Continuity of Operations Plan (COOP) for maintaining essential functions during emergencies) annually, and ensures compliance with all applicable federal and state statutory, regulatory, grant, and program requirements.
Optimizes use of resources to prevent over- or under-expenditure within fiscal cycles and ensures CNS programs provide timely, accurate, and audience-appropriate responses to inquiries from media, constituents, and other stakeholders.
Public Health Practice: Works collaboratively with internal and external stakeholders to promote nutrition services within communities.
Supports community engagement activities and ensures mechanisms are in place to assess customer satisfaction.
Provides technical assistance and responds to vendor inquiries as needed and oversees program-related vendor or consumer advisory committees.
Responds to requests for program-related information, including media, constituent, data, and legislative inquiries.
Develops programs and services that align with the needs of South Carolina residents eligible for nutrition programs, using data to identify service gaps and set improvement priorities.
Ensures data-driven program planning and evaluation based on established performance measures, continuously evaluates bureau performance, and adjusts program plans as needed to achieve objectives.
Participates in emergency preparedness and responds to emerging threats and disasters as indicated and perform other duties as assigned.
State Minimum Requirements: A bachelor's degree and relevant program management experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: A bachelor’s degree and five (5) years of program management experience, including at least three (3) years of supervisory experience with demonstrated impact on strategic and tactical program initiatives.
Experience administering health-related programs and proficiency in Microsoft Office (Word and Excel) are required.
