The position is vital within the Office of Research and Development (ORD) and the facilities where research programs are conducted.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Selective Placement Factor (SPF): Are you a holder of a VA Purchase card and do you have experience with reconciliations for credit card purchases?
You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Processes budgetary transactions, balances accounts, verifies data and dollar amounts; liaisons with budget personnel for needed corrections; compiles and summarizes information from financial records for requested reports; enters obligations into financial systems; and uses organizational purchase card to acquisition supplies and equipment for the organization.

Major Duties:
Major duties and responsibilities include but not limited to: Assists in accounting, forecasting, and executing the Research budget.
Works with researchers to ensure funds are managed in a fiscally responsible manner- reviewing annual budget forecasts and spending plans Recommending adjustments based on historical spending plans and ensuring budgets are current and in compliance with existing regulatory guidance.
Performs a variety of budgetary, administrative, and statistical functions to determine funding program validity, form future budget needs, and provide written assessments to researchers.
Tracks funds distribution, monitors costs and expenditures, reconciles commitments and obligations, identifies excess funds, and prepares reports projecting the use of available resources.
Prepares and distributes monthly balance statements to each PI, providing detailed financial information and furnishing backup information.
Enters budgetary data into a variety of forms, schedules, and reports, and recommends and adjusts when required.
Identifies errors in input based on knowledge of budget and accounting account code structures.
Prepares a variety of reports related to the status of funds, expenses, obligations, FTE, and workload Participates in the monitoring of year-end closing to ensure proper and full use of provided funds.
Reviews carryover amounts in accordance with appropriate allowances. Participates in the justification and prioritization of unfinanced requirements.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: M-F 8:00am-4:30pm Virtual: This is not a virtual position.
