This position is located in the Pentagon Force Protection Agency with the Security Integration and Technology Directorate, Financial Management Division.The Budget Officer (Program Manager) is responsible for the overall planning , coordinating , integrating and managing of the resource related functions of the organization.
Additional Condition of Employment This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program.
As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing.
The selectee must sign statements acknowledging the position is identified as a TDP. The employee assigned to this position is designated as a MISSION ESSENTIAL EMPLOYEE.
Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations ( e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor.
The employee must file the required financial disclosure statement(s).
The employee is required to submit United States (US) Office of Government Ethics (OGE) Form 450, 5 Code of Federal Regulations Part 2634, Subpart 1, USOGE, 12/2011, Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated March 23, 2006.
In accordance with Department of War (DoW) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program (DFMCP)," this position requires a Level 3 Certification under the DoW Financial Management (FM) Certification Program.
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Applying concepts and practices of programming, budgeting, execution and accounting; 2) Processing funding documents such as MIPRs, PRs, and other funding documents, 3) Monitoring the execution of a budget with various sources of funding to analyze trends and 4) Applying knowledge of the federal budget process in order to prepare the POM, SNaP IT, Civilian Pay and other related President Budget exhibits and respond to financial data calls.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Coordinates and evaluates compliance with Federal Manager's Financial Integrity Act and applicable OMB, DOW and PFPA regulations.
Administers a complex annual budget of direct and reimbursable funds involving multiple appropriations which are received from DOW and several non-DOW federal entities and private organizations.
Projects and analyzes the potential effects of budgetary actions on program viability and attainment of program objectives.
Reviews, interprets, and provides advice on the use of funds for program and administrative purposes. Develops, recommends, and implements budgetary and financial policies and procedures.
Analyzes and promulgates applicable fiscal law policy and procedures.
