Full Job Description

Serves as the Budget and Manpower Officer in a Defense Commissary Agency (DeCA) HQ location. Read the entire announcement before starting the application process.

Specialized Experience: Planning and directing agency-wide budget formulation and execution within the PPBE framework to ensure compliance with statutory and policy requirements.

Managing manpower programs and organizational structures to align with approved allocations and strategic objectives.

Overseeing fund control systems and distribution of budgetary authority to maintain solvency across multiple appropriations and accounts.

Interpreting and applying OMB, DoD, and legislative guidance to determine propriety of fund usage and ensure accountability in financial operations.

Conducting budget reviews to validate funded and unfunded requirements and recommending realignment strategies to senior leadership.

You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.

Plans, directs, coordinates, and supervises all program and budget functions of the Directorate.

Plans and administers personnel management by resolving work issues, reviewing position descriptions, and serving as Reviewing Official for subordinate appraisals.

Directs technical oversight of DeCA's program and budget development and justification within the PPBE framework.

Develops funding strategies, determines program priorities, and reviews consolidated budget products for compatibility with support needs.

Reviews, interprets, and implements Congressional, OSD, and OMB budget policy, translating it into actionable guidance.

Conducts budget reviews to validate requirements, identify unfunded needs, and recommend fund realignment.

Oversees the Agency's manpower management program, ensuring alignment with validated workload and mission priorities. Plans and monitors the use of civilian manpower throughout the Agency.
