About the Position: The selectee is responsible for performing budget development, execution, auditing, and review and analysis of the organization's Operations and Maintenance budget programs at the Medical Treatment Facility in Spangdahlem, Germany.

This is a Direct Hire Solicitation Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes: 1) Providing budget advisory services to managers; 2) formulating annual budget estimates following proper guidelines; 3) monitoring obligations and expenditures; and 4) and using automated budget systems to track and report financial data.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, Business Administration, Economics OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Major Duties:

  • Serves as the primary point of contact for day-to-day budget and financial issues.
  • Acts as a liaison between program managers, their representatives, and other offices involved in the budget process.
  • Interprets higher-headquarters policies, regulations, and guidance and performs budget formulation, including reviewing and preparing annual and multi-year budget estimates and financial plans.
  • Executes and administers the budget by monitoring obligations and actual expenditures of funds.
  • Monitors, tracks, and reviews obligations, expenditures, reimbursable orders, and allotment requests, identifying and reporting variances or trends that deviate from annual work plans.
  • Provides budget advice, assistance, and guidance, and conducts analyses, reviews, and special studies of budget and related financial information.
  • Utilizes budgetary and automated financial systems and computer-generated products to complete budgeting and funding assignments.
