Summary

This job involves helping manage budgets for the U.S. Army's testing center by preparing estimates, analyzing financial reports, and supporting special programs with unique funding needs.

About the Position: This Budget Analyst positions located at the U.S. Army Aberdeen Test Center (ATC), S8 RM Dir, Budget & Acct Div with a duty location of Aberdeen Proving Ground.

Specialized Experience: One year of specialized experience equivalent to the NH-01/GS-07 grade level in the Federal service which includes work that involves: 1) assisting in analyzing requirements to develop budget estimates; 2) preparing and analyzing financial reports; and 3) utilizing automated financial management systems to assist in budget management.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, or Finance.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60.

Add the two percentages.

You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Concepts, Policies and Principles of Budget Financial Management Analysis Major Duties:

  • Formulates, justifies, and executes a major segment of the organizational long-range budget; or a total budget for one or more funds (e.g. OMA, RDTE, Procurement, or Reimbursable).
  • Provides financial management support to one or more special emphasis programs characterized by unique funding requirements and/or lack of guidelines (e.g. Test Methodology and Modernization, Production Base Support).
  • Serves as a liaison between organizational directors/program managers, higher headquarters, and other offices connected with the financial management process.
