This vacancy is for a GS-0560-11/12, Budget Analyst located in the Department of Homeland Security, U.S. Coast Guard, TRACEN YORKTOWN COMPTROLLER and PERSONNEL SUPPORT DIVISION in YORKTOWN, Virginia.

To qualify at the GS-11 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector.

Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include performing the following types of tasks on a regular basis.

Experience with purpose, time, and amount (appropriations law) determinations when reviewing purchase requests.

Experience in determining appropriate use of funds per agency (or previous agency) policy. OR Completed 3 full years of progressively higher-level graduate education OR Possess a Ph.D.

You will serve as a Budget Analyst and be responsible for analytical, technical, and administrative duties in one or more phases of the budgetary process, e.g., budget formulation and justification, presentation and enactment, or execution.

The primary purpose of the position is to develop budget proposals and justifications; execute approved budgets and project the organization's need for funds; ensure that funds are being used to accomplish management goals and objectives; ensure that TCY meets the requirements of the Anti-Deficiency Act plus Department of Homeland Security, Coast Guard and TCY policies and regulations; solve unique accounting/budgeting/financial problems; and assist program managers in following budgetary principles and practices..

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Budget formulation and execution.

Responsible for, or assists Comptroller with, gathering upcoming fiscal year spend plans and budget requests while also monitoring spend down levels of current fiscal year budget.

Funds certification for purchase requests and travel requests. Requires familiarity with applicable agency policies and procedures as well as federal appropriations laws and regulations.

Familiar with standard financial systems. Requires knowledge of agency primary financial systems for entering, approving and reporting financial Interagency relationship partnering and execution.

Use of G-invoicing or equivalents including, but not limited to, Inter Agency agreements (IAAs), Interagency Reimbursable Work Agreements (IRWAs), and reimbursable funding from OGAs.

Build collaborative networks of partners and decision makers across units that help the team to achieve its goals.

Proactive in recognizing when help is needed, seeking opportunities, and providing assistance to help the team in accomplishing goals.
