Job Description

Summary

This job involves helping create, track, and manage budgets for government programs in workforce training and employment services.

You'll analyze spending data, ensure everything follows rules, and advise managers on financial decisions.

It's a good fit for someone with a background in finance or accounting who likes working with numbers and supporting public programs.

Key Requirements

  • One year of specialized experience equivalent to GS-09, including preparing budget materials, using financial software for reports and analysis, and monitoring spending to stay within limits and comply with laws
  • Ph.D. or equivalent doctoral degree in a related field, or three full years of progressively higher-level graduate education leading to such a degree, or LL.M. if related
  • Combination of applicable graduate education and specialized experience totaling at least 100%
  • Proficiency in automated software programs for creating documents, reports, spreadsheets, and analyzing financial data
  • Ability to extract, analyze, and reconcile financial data from reports to monitor trends, make projections, and ensure compliance
  • Experience providing budgetary guidance to managers and preparing narrative justifications for funding needs
  • U.S. citizenship and ability to work in Washington, DC

Full Job Description

This position serves as a Budget Analyst in the Office of Budget, Office of Financial Administration (OFA), Employment and Training Administration (ETA).

The primary purpose of the position is to perform analytical, technical, and administrative duties related to budget formulation and execution, and provide advisory services to managers and program leads related to budgetary matters.

This position is inside the bargaining unit. You must meet one of the following to qualify for the Budget Analyst, GS-0560-11 as described below.

Specialized Experience Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience includes all of the following: Preparing materials related to formulation, execution, or monitoring of an organization's budget; and Using financial management systems and/or automated software programs to create or maintain documents, reports, or spreadsheets to analyze financial data or track spending; and Analyzing budget requirements and monitoring execution to maintain spending within allocation limits and in accordance with laws, policies, and procedures.

OR Education: Applicants must possess a Ph.D.

or equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related; OR Combination of Education and Experience: Applicable graduate education and specialized experience as defined above.

The responsibilities described are for the GS-12 full performance level.

At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.

Prepares and analyzes all phases of the federal budget process to formulate, execute, and/or monitor a federal budget Ensures obligations and expenditures are made in accordance with federal legislation, departmental and agency policies and other procedures governing budget.

Extracts and analyzes data and reconciles accounts. Uses automated software programs to create documents, reports, and spreadsheets. Ensures compliance with program and budget plans.

Participates in efforts regarding long-range financial planning, budgetary authorizations, financial management system requirements, etc.

Extracts and analyzes data from financial management reports for the purpose of meeting management requirements, monitoring trends, making projections, and identifying needs for process changes, budget constraints, and opportunities.

Provides budgetary guidance and information to managers/supervisors or other staff and persuades program managers to follow recommended courses of action consistent with established budget/financial management policies, objectives, or regulations.

Prepares and presents budget and financial information and narratives and special reports. Makes recommendations to managers on budgetary matters.

Prepares or edits narrative justifications and projected funding needs and assures that data in requests are accurately documented.
