Full Job Description

This position is located in the PFPA, Assistant Director for Security Integration and Technology and Financial Management.

The Budget Analyst provides direct support on a range of budget issues including developing/managing executive director, security integration and technology (ESIT) to include PIMO, TIDD, EPSD, and SSD budget policies, budget formulation, budget justification, budget enactment or execution, and control of resources supporting the mission.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-13) requiring application of the knowledge, skills, and abilities of the positions being filled.

Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in 1) applying concepts and practices of programming, budgeting, execution and accounting; 2) processing funding documents such as MIPRs, PRs, and other funding documents and 3) monitoring the execution of a budget with various sources of funding to analyze trends.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Coordinates with immediate supervisor or designated representative on budget formulation, justification, budget execution, and monitoring the day-to-day allocation and control of resources for projects /budgets.

The employee monitors and controls the use of resources within approved operating plans and annually reconciles EDSIT fund authorizations and sub-allocations with official accounting reports.

The employee performs liaison services with financial management, accounting, and budgeting components and counterparts throughout DoW and other Federal agencies.

The employee remains cognizant of new developments in the field of budget management and government wide purchase card programs by studying management publications and issuances produced by other government agencies and professional organizations.
