Job Description

Summary

This job involves helping manage the Department of Defense's budget by preparing financial plans, reviewing requests, and resolving issues to ensure efficient use of funds.

It supports the office responsible for fiscal planning and control in defense operations.

Key Requirements

Full Job Description

The Office of the Under Secretary of War (Comptroller) is responsible for carrying out the functions assigned by Title IV, Public Law 216, 81st Congress and codified in Title 10 section 135.

These functions ensure the utmost economy and efficiency in the operations of the Department of War (DoW) through sound business management and effective fiscal planning and control.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-9 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Develop decision packages; 2) Assist in preparing financial reports to identify and resolve budget plan deviations; and 3) Maintains contact with budget personnel to validate, acquire and coordinate program estimates and financial plans.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Review budget requests for conformity; 2) Prepare and defend detailed decision documents to senior analyst; and 3) Investigate and identifies problem areas in budget execution.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Managing the coordination, formulation, review and execution of budget process; 2) Conduct review of Congressional budget appeals and action items on budget requests; and 4) Prepares congressional reports, briefs, and decision packages on budgetary issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Monitors the execution of appropriated funds, including progress on obligations and expenditures against plan, and ensures compliance with congressional intent and proper relationships with approved programs.

Independently managing the coordination, formulation, and execution of selected and significant areas of the Department of War (DoW) budgets.

Review and analyze requests for apportionments and reprogramming actions, taking into account the flexibility, character, and changing requirements of individual programs.

Develops, briefs, and defends decision packages for senior leadership to explain budgetary issues succinctly and include recommendations for resolving them.

The analyst also updates applicable regulations and guidance as necessary.
