This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for working as a Budget Analyst in the Defense Security Cooperation Agency (DSCA).
You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Performing and managing complex programs related to financial management, budgeting, accounting, and financial reporting of government program funds; Conducting extensive analysis of budgetary guidelines, policies, legislation, and regulations to develop recommendations for unplanned/unfunded requirements and funding adjustments.
Other Notes: Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements.
Incumbent must complete DoD SCW Basic-level certification courses within one year.
Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better.
Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.
Major Duties:
As a BUDGET ANALYST at the GS-0560-14 some of your typical work assignments may include: Serve as a Budget Analyst responsible for performing the total spectrum of programming, budgeting, execution, and review of the highly complex Security Cooperation (SC) programs to include a one-year, two-year, and x-year (no year) accounts.
Independently manages the formulation, justification, and execution of the SC budget, serving as the technical authority on SC budget formulation and execution.
Provide expert advice and guidance to managers and DoD leadership both internal and external to the agency on the interpretation and the formulation of budget estimates and the formulation of budget requests in support of SC programs.
Work with external partners include the Office of Management and Budget (OMB), the Department of State (DoS), the Military Departments (MILDEPs), the Geographic Combatant Commands (GCCs), and the Congress.
