About the Position: This position is located in San Antonio, Texas with the Defense Health Agency. This is a Direct Hire Solicitation.

Basic Requirements for the BUDGET ANALYST: Specialized Experience: One year of specialized experience which includes analyzing budgetary programs, assisting with the selection of methods and techniques to predict the effects of budgetary changes, and utilizing automated financial systems to accomplish budgetary assignments.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • Serves as budget analyst with responsibility in performing program planning coordination, execution, and analysis for annual and/or multi-year budgetary programs for Military Treatment Facilities.
  • Conducts special studies, analyzes and reviews data as necessary, and provides sound projections of financial program and funding requirements to ensure the availability of funds.
  • Analyzes budgetary relationships and develops recommendations to accommodate actions under conditions of short and rapidly changing program and budgetary deadlines.
  • Participates in meetings and discussions with program officials to advise on importance and soundness of program requirements, budget plans, execution plans, and reports.
  • Conducts budget-related training on budget processes, procedures, requirements etc. and provides organizational personnel with sufficient information and knowledge to accomplish objectives.
  • Monitors the use of and rate of expenditures of budgeted funds through continuing dialogue with program officials and their staff, review of written documents and examination of accounting records.
  • Uses software programs to produce required budget reports, plans, and schedules, etc.
