In order to qualify for the GS-13 Budget Analyst- Experience: One (1) year of specialized experience at the GS- 12 grade level or equivalent performing duties such as: Advising program official and budget staffs of the necessity for and type of budgetary action, of trends in the obligation of funds to meet program needs, and recommends approval or disapproval of requests for allotments and similar funding requests; Preparing and editing narrative justification and projected funding needs, and assures the data in requests is formally and accurately documented in a wide variety of unrelated forms, schedules and reports; Monitoring the obligation and expenditure of funds to ensure that funds are authorized, properly allocated, and obligated timely.

Prepares and executes the budget with many different sources and types of funding such as direct multiyear appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed, revenue from working capital funds, and trust accounts.

Major Duties:

As a Budget Analyst, at the full performance you will perform the following duties: Develops, recommends, interprets, and implements budgetary financial policies and renders authoritative interpretation of Executive Orders, budgetary guidelines, directives and policies and precedents Develops timetables for obtaining needed funding and provide expert advice to managers and all budget staff members on all phases of the budget program Implement budget controls through the review and approval of obligation and expenditure of funds while analyzing and evaluating continual changes in program plans and funding, and the effect on financial and budget program milestones.

Prepares official quarterly, annual and one-of-a kind reports requested by the Department, Office of Management and Budget (OMB), and/or Congressional Committees and Member of Congress
