Full Job Description

This position is in Business Operations, Financial Management Office for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), as a Supervisory Budget Analyst.

The incumbent plans, formulates and executes the program budget by reviewing and utilizing pertinent budgetary policies and objectives, reviewing monthly and quarterly financial management reports in support of a wide range of administrative, analytical and management activities.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/19/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

Specialized experience at the GS-13 level is defined as work that involves mastery of concepts, principles, practices, laws, and regulations of financial reconciliation for mission-related programs and services sufficient to manage or analyze national-level IT programs such as fiscal year closeout, obligation reporting, prior year recoveries, and investment justifications ; applying knowledge of theories, concepts and practices of financial management to implement program wide cost accounting structure and internal controls such as operating plan creation and updates and serving as an administrative officer in G-Invoicing; extensive coordination and integration of program policies, goals, and operations to direct financial management programs; analyzing and consolidating budget estimates into a budget document reflecting balanced multi-year funding; communicating ideas clearly, both orally and in writing.

Must be able to demonstrate through work experience or training that you possess or have potential to develop qualities to successfully supervise.

You will be rated on the following Competencies for this position: Budget Administration Financial Management Communication Leadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary.

The incumbent may encounter some physical effort, such as standing, walking, bending, lifting (computer equipment and/or office supplies), or sitting.

The work often requires long hours to meet program deadlines and to devise corrective action and solutions.

Due to the nature of the work (complex, high-profile), unexpected situations may occur that could cause mental and/or physical stress (e.g.

management crises, or any action that becomes high-priority and requires immediate attention). The work requires almost constant use of a video display terminal.

Major Duties:

Provide leadership, guidance and assistance to subordinates in solving problems of a policy or administrative nature such as planning the work to be accomplished by the unit and assigning work to employees.

Oversee the functions of budget reconciliation recommending policies to resolve any identified funding problems Review budget submissions and cost estimates identifying funding problems to present reconciliation options.

Maintain frequent contact with members of the staff and budget officials at higher headquarters.

Serve as the focal point for staff advice and coordination on all matters related to assigned mission in support of electronic health record modernization (EHRM).

Lead a team that will analyze and interpret the status of the resources required and available for EHRM projects.

Provide subject matter expert leadership for the planning, direction, oversight and reporting of assigned projects.

Provide liaison support on matters related to financial auditing, cost estimating and cost accounting. Develop policies and guidance relating to cost analysis and budgetary programs.
