Job Description

Summary

This job involves managing budgets and financial processes for a government agency focused on animal and plant health, including reviewing documents for accuracy, handling payments and collections, and ensuring compliance with rules.

Full Job Description

This position is responsible for processing a variety of fiscal-related documents, including examination of documents for accuracy, legality, and compliance of regulations for issuing payments and collecting receivables and other financial services for the serviced organizations.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 grade level) that demonstrates: Creating budget formulation and execution accounts (i.e.

prepared operating plans, monitored funds, developed year-end estimates). Validating and reconciling obligations and payroll accounts; ensured accurate financial posting and audit trails.

Tracked and funded grants, cooperative, and reimbursable agreements; ensured budget compliance; supported audit resolution; and updated policies and Standard Operating Procedures to improve financial processes.

Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • The duties may include, but are not limited to:
  • Serves as the primary representative and liaison with the Financial Management Division on budget formulation and execution and other financial management matters
  • Coordinates, reviews, and revises budget requests submitted to ensure conformity with Agency, Departmental, Office of Management and Budget (OMB) and congressional requirements.
  • Evaluates the relationships between major program changes and the financial status of the organization, ensuring adequate funds for program coverage.
  • Assesses the effective use of resources, fiscal solvency, cost-benefit analysis, proper use and adherence to all government accounting and budget systems.
  • Manages the review, evaluation, and implementation process for improving existing instructions and application structures pertaining to critical Program financial management procedures.
