About the PositionThe Statewide Bridge and Tunnel Enterprise Financial Operations Analyst (Budget Analyst II) provides planning, programming, budget management, fiscal monitoring, and reporting services for the Statewide Bridge and Tunnel Enterprise’s administration, operating, and debt service budgets.
This position will also work closely with the BTE Assistant Director for Finance and Administration and the BTE Managing Director to confirm that the Enterprise’s fiscal operations and activities comply with applicable statutes and policies adopted by the Statewide Bridge and Tunnel Enterprise Board (Board or BTE Board).
The BTE Financial Operations Analyst will serve a critical role in supporting the BTE Managing Director and BTE Assistant Director for Finance and Administration with the execution of strategies for leveraging Enterprise’s revenues and other funding sources to advance strategic projects in CDOT’s 10-year plan.
This position will assist delivery and execution of Enterprise’s expanded scope due to the implementation of HB23-1276 and the increased revenues from the BTE Plan of Finance.
Your duties and responsibilities will include, but are not limited to, the following: Budget Management and Execution of Program Fiscal Activities
Collaborate with BTE staff with updating the program’s budgeting plan, which includes but is not limited to:
Understand how CDOT-developed revenue forecasts need to be incorporated into programmatic forecasting plans and models
Developing, tracking, and managing non-project related budgets, expenditures, and forecasts for BTE. Balancing programmatic funding needs with available budget by funding source, with the exception of the BTE capital construction program.
Make recommendations for program allocations that align with the BTE revenue forecasts.
Download financial data from CDOT’s SAP financial system, Power BI, EMMA, and other financial systems.
Coordinate with BTE program staff and DAF to complete necessary financial actions in SAP in order to maintain and execute the Enterprise’s fiscal needs. Ensure all actions are accurate, consistent and comply with statute and federal laws.
Develop sections of the management’s discussion and analysis (MD&A) included in the annual financial statements related to the program’s Plan of Finance and administrative and operating budgets, and providing support related to the annual audit.
Coordinate with Enterprise accounting staff on monthly budget-to-actuals reporting required by Enterprise’s trustee.
Collaborate with BTE leadership and OFMB to assist in developing the program’s annual budget. This includes entering the budget into OpenGov and following the annual work plan-based budget process and ensuring compliance with all deadlines.
Coordinate with the BTE leadership and DAF on budget amendment requests and other budget adjustments that require OFMB approval. (i.e, BTE transfer of funds from cost centers to cost centers or cost centers to pools).
Perform detailed tracking of the tasks associated with each design project assigned to Bridge Preventative Maintenance (BPM) task orders.
This position will then provide this data to the Structures Program Delivery Manager or a delegate to validate that consultant project management and design expenses are within an acceptable range.
Assist with the development of the BTE quarterly report.
Submit BTE shopping carts with guidance from BTE leadership and Accounting.
Completes administrative duties related to program administration and reporting for BTE and Staff Bridge-funded projects and programs.
Review and complete Buyer level review of BTE programmatic invoices.
Act as a liaison to the stakeholders on BTE budget-related topics and provide guidance that complies with State, CDOT, and BTE policies, procedures, and processes.
Stakeholders include but are not limited to: Division of Accounting and Finance (DAF), Staff Bridge, Division of Transportation Development (DTD), Program Reporting and Transparency Office (PRTO), Program Consultants, and Financial Advisors.
Provide accurate and timely guidance on a variety of issues impacting the program.
Display expert customer service skills in addressing customer concerns or questions regarding fiscal matters.
Display expert customer service and consultation skills when working with internal CDOT staff, EMT, and other stakeholders.
Display expert communication skills by demonstrating effective listening, using a variety of communication methods, and thoughtfully providing specific information that is important, timely, and appropriate.
Meet with Region personnel as needed to provide support related to the administration of BTE funded projects.
Support BTE leadership with information sharing and training through presentations at Region conferences, the business operations conference, and other industry events.
Update the 4-year and long-range cash flow and other internal financial models. This consists of incorporating updated revenue forecasts from OFMB, debt service schedules, and administrative and operating data.
Coordinate with DAF and BTE leadership to validate cash flow model results. This consists of the management of the PMWeb BTE project data and Anaplan.
Model various program financial scenarios. For example, balancing funding non-project expenditures against forecasted revenue.
In conjunction with the BTE Project Analyst, determine funding allocations and STIP constraints for both the program’s non-capital and capital construction programs.
Collaborate with DAF and BTE Leadership on the implementation and forecasting of the new central services cost allocation plan.
Assist the BTE leadership with developing and managing a new financial process associated with the implementation of the BTE Bridge Preventative Maintenance program.
Support BTE leadership and financial advisors with any future debt issuances.
This includes working with the BTE Management Team and BTE financial advisors to assess the implications of new debt funding proposals and opportunities.
Examples include assisting with evaluating programmatic impacts associated with various financing scenarios For example, weighing the reduction in future pay-as-you-go program capacity against current financing needs.
Maintain a summary of BTE's debt service obligations and payment schedules.
Provide timely and accurate reporting. For example, updating the STIP, BTE quarterly report materials, and other ad-hoc reporting needs.
Coordinate with the BTE Controller and the BTE Assistant Director for Finance and Administration to ensure any reporting requirements that are determined by the Trustee and other reporting agencies are completed accurately and timely.
Other job duties as assigned.
Travel as needed in the State of Colorado for activities related to the management of BTE
funded projects with occasional travel outside of Colorado for industry conferences.
Minimum Qualifications
Experience Only:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) yearsEducation from a U.S.
accredited college or university with coursework in business administration, finance, accounting, economics, data analytics, program management, public administration, or another field of study related to the duties of this position will be considered.
