About the Position: This position is located with the Defense Health Agency in San Antonio, Texas.

Requirements for the BUDGET ANALYST: Specialized Experience: One year of specialized experience which includes assisting with the preparation of detailed analysis of annual and/or multi-year budget estimates, providing guidance on budget directives and mission requirements, and reviewing budgetary actions for approval/denial.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Major Duties:

  • Researches, compiles, and summarizes data involving obligations, expenses and object class/line item information, narrative information, and quantitative budgetary data for use in preparing budget estimates.
  • Analyzes budgetary relationships and develops recommendations to accommodate actions under conditions of short and rapidly changing program and budgetary deadlines.
  • Resolves and interprets ambiguous and conflicting budgetary policies and regulations.
  • Participates in meetings and discussions with program officials to advise on importance and soundness of program requirements, budget plans, execution plans, and reports.
  • Conducts budget-related training on budget processes, procedures, requirements etc. and provides organizational personnel with sufficient information and knowledge to accomplish objectives.
  • Reviews and assess the long-term effects of budget guidelines, such as new or revised legislation on assigned programs.
  • Conducts special studies of financial programs and funding requirements to ensure the availability of funds.
  • Develops recommendations for budgetary adjustments to support unanticipated changes in program operations and/or funding.
  • Performs quality checks of automated system database information and advises program manager of any significant problems.
  • Participates in formulating budget estimates and program justification to include all funding requirements.
