Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Information and Technology, Chief Technology Office, located in Ashburn, VA.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing analytical and technical support for the formulation, justification, presentation, enactment, and execution stages of the budget process for an organizational segment.

Analyzing and evaluating program plans, funding changes, and financial data to develop recommendations for budgetary actions and ensure alignment with program objectives.

Assisting in the review, editing, and consolidation of annual and multi-year budget estimates, including preparing narrative justifications and monitoring budget execution for various funding sources.

Conducting detailed analyses of budgetary requirements, policies, and methods, and developing narrative and statistical justifications for requested funds and long-range budget forecasts.

Applying and interpreting complex budgetary policies, regulations, and legislative decisions to develop plans, guidance, and make adjustments to budgets.

Joining Customs & Border Protection, Office of Information and Technology, will allow you to use your expertise by providing expert advice, assistance and guidance to agency officials on budgetary policies, regulations and objectives.

This position starts at a salary of $102,415.00 (GS-12, Step 1) to $133,142.00 (GS-12, Step 10).

Typical work assignments include: Providing specialized expertise in budgetary analytical and administrative functions for the Office of Information and Technology (OIT).

Providing analytical services to support the formulation, justification, presentation, enactment, and execution stages of the budget process for a substantial segment of the OIT's budget for personnel, sales, and expenses.

Monitoring the execution of a budget with many different sources and types of funding such as direct multi-year appropriations, allotments from many different appropriations, transfers of funds revenue from Enterprise Level Agreement (ELA) - formerly the working capital fund.

Assisting program managers and staff officials in interpreting the impact of and planning for multi-year financial/budgetary and program changes.

Establishing financial and budgetary goals timetables milestones, and other criteria against which the relative costs and benefits of program achievements can be measured.
