About the Position: The Alaska District is seeking to fill a Budget Analyst position in the Resource Management Division, Manpower & Budget Office who will serve as senior budget analyst with responsibility for coordinating and performing program planning, budgeting, analysis and reporting for a wide variety of functional elements and funding sources.

Specialized Experience: One year of specialized experience which includes 1.) applying established fiscal policies, procedures, and regulations to manage program funds or operating budgets for an organization; and 2.) monitoring and reporting of financial data using various analytical techniques or systems.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • Serve as senior budget analyst with responsibility for coordinating and performing program planning, budgeting, analysis and reporting for a wide variety of functional elements and funding sources.
  • Advise program managers and other interested parties on the status and availability of funds on programs and all regulatory aspects and command financial management processes applicable to their programs.
  • Develop systems, methods and procedures for the financial management of directed programs and customer reimbursable work, to include a wide variety of funding, e.g. MILCON, RDTE, Revolving Fund, USACE Civil Works, local, state or federal agencies.
  • Participate and/or lead meetings concerning Command operating programs; advises on the financial status of programs, business processes, discusses operations of the command, progress and accomplishments, and probable effects of alternative actions.
  • Train new analysts, interns; assist with new, unusual, controversial assignments; conduct financial management orientation and teach fiscal law to new managers; advise supervisor of workload imbalances; recommends workload redistribution.
