Job Description

Summary

This job involves managing and planning budgets for the public works department at a U.S.

Army base in Texas, including preparing annual estimates, tracking spending, and ensuring funds are used correctly.

About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.

Specialized Experience- One year of specialized experience which includes performing formulation and execution of budgets for organizations, programs or projects, determining obligations, expenditures, and requested allotments are within funding limitations and advising management on budgetary issues..

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????11).

Major Duties:

  • Serve as lead or primary Budget Analyst responsible for the Directorate of Public Works (DPW) budget planning
  • Prepare, analyze, and submit the annual DPW Command Budget Estimate (CBE) by Management Decision Package (MDEP) and commitment item for higher headquarters approval
  • Serve as lead or primary budget analyst responsible for the Directorate of Public Works (DPW) cost and budget execution
  • Provide advice and guidance to the organization in the interpretation and application of procedural guides and policy directives concerning work classification, facility ownership, and funding sources
  • Coordinate and initiate creation of Work Breakdown Structures (WBSs) in GFEBS to ensure proper cost allocation
