The Department of Health Services, Public Health Division, is currently recruiting to fill a Public Health Nurse position at either the I or II level. If you are interested in being considered at the different levels of this opportunity, you must apply to the separate concurrent recruitments being conducted for each level. This recruitment is for a Public Health Nurse II, which is the full journey level position in the Public Health Nurse series. The position requires qualified candidates to possess a California State Public Health Nursing Certificate and one year of public health nursing experience obtained after receipt of a California Public Health Nursing Certificate.The Department of Health Services (DHS) Public Health Division is seeking a bilingual (English/Spanish) Public Health Nurse I to join its Nurse-Family Partnership (NFP) Home Visiting Program.
NFP is an evidence-based nurse home visiting program that empowers first-time pregnant parents to transform their lives and create better futures for themselves and their babies.
Nurses partner with clients during the first or second trimester of pregnancy, and home visits are available to the family until the child's second birthday.
Clients learn about pregnancy, childbirth, breastfeeding, child development, and nutrition. Nurses support families to improve their health, education, and economic self-sufficiency.
The Public Health Nurse will manage a caseload of approximately 25 primary clients and their children, ensuring they receive individualized assessments, ongoing follow-ups, and health education.

As the ideal candidate for this position, you will have fluent bilingual skills (English/Spanish) and knowledge of public health and population health practices. In addition, you will possess many of the following:
As a Public Health Nurse in this program, you will work Monday-Friday daytime hours, but occasionally there may be a need to flex hours to meet a client’s needs, e.g., at times adjusting the schedule to start and end one hour later than usual.
This position may be required to meet families outdoors, such as in a park. However, most visits are in a client’s home, library, coffee shop, or other indoor location.
A driver’s license is required for the position, as you will primarily conduct visits in the field at clients’ homes or in the community.
There may also be times when you are needed to transport clients in a county vehicle.

This recruitment is being conducted to fill a fluent bilingual Public Health Nurse position at either the I or II levels in the Department of Health Services.
Bilingual positions require English and Spanish skills at the fluent (reading, writing, and conversational) level.
Applicants who wish to be considered for a bilingual position must indicate their level of skill in the required supplemental questionnaire.
An examination will be conducted prior to employment in a bilingual position to confirm the level of skill in this area. Bilingual premium pay is $1.50/hour for fluent skill sets.

Working knowledge of: Community resources available for assistance in public health programs.
Federal, State and local laws and regulations governing public health; causes, control and care of chronic and communicable diseases and illness, handicapping conditions, mental illness and other disabling conditions; child growth and development and procedures involved in promoting maternal and child health.
Environmental, sociological, and psychological problems related to public health nursing programs; principles and procedures involved in family planning, sexuality transmitted disease control, and pre and post-natal care; procedures and practices used to promote maternal and child health and to assess infant, child, adolescent development and other special programs; principles and practices of work safety, especially as related to communicable diseases; differing cultural, religious, economic and social groups and their relationships to the delivery of and acceptance of health care services; and current literature and trends in community health.
Ability to: Organize and carry out public health nursing activities in assigned district or program; guide the work of professional and para-professional personnel and volunteers and to provide clinical oversight of student nurses; differentiate medical problems requiring immediate consultation with a physician rather than a deferred consultation; follow prescribed protocols set up by physicians and to consult with physicians and other medical personnel; work effectively with families and individuals to assist them in solution to health problems; develop and maintain effective public relations with clients, staff, community groups and organizations; exercise independent judgment, analyze and evaluate situations independently and take appropriate actions; instruct in the prevention of disease and promotion of public health; write and speak effectively and prepare and maintain clear and concise records and reports; work with various cultural and ethnic groups in a tactful and effective manner; use a computer, calculator, typewrite, telephone, facsimile machine, photocopy machine, and audio-visual equipment; and use clinical and instructional supplies and equipment including blood pressure cuff, stethoscope, audiometer, syringes and needles.
