The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a Behavioral Health Housing Specialist Project/Program Manager III, who provides oversight of Behavioral Health Housing resources available through the Behavioral Health and Recovery Division (BHRD) of DCHS and functions with the Hospital and Mental Health Residential section.

The Behavioral Health Housing Specialist works with internal and external partners and cross-departmentally to coordinate and oversee housing programs for those living with behavioral health disorders.

WORK SCHEDULE/CONDITIONS: This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval.


MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue Seattle, WA 98104


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Requirements

  • Establish and maintain relationships with various housing and governmental organizations, including: Washington State Healthcare Authority (HCA), Department of Commerce, Seattle Housing Authority, King County Housing Authority and King County Regional Homelessness Authority.
  • Establish and maintain relationships with various behavioral health housing programs and behavioral health agencies, including but not limited to: Housing and Recovery Through Peer Services (HARPS), Community Behavioral Health Rental Assistance (CBRA), HASP, etc.
  • Contribute to quality assurance and reporting activities, including site visits of contracted providers, contract compliance reviews, invoice reconciliation, and other monitoring activities as assigned.
  • Develop close coordination, partnership and communication within the Behavioral Health and Recovery Division (BHRD) and within other Departments within the Department of Community & Human Services.
  • Development and maintenance of housing grants and contracts that support processes to ensure that behavioral health housing resources are distributed equitably across our provider network and community.
  • Collaborate with the mental health residential treatment providers in King County to ensure the behavioral health housing resources are utilized as an appropriate transition of care.
  • Provide technical assistance and appropriate contract management in the development and maintenance of services plans and budgets.
  • Serve as a representative of the Behavioral Health & Recovery Division in terms of housing expertise at planning meetings, housing forums, public functions, and housing coalition meetings.
  • Collect, analyze and report pertinent and valued housing data to ensure equitable access and distribution of these resources.
  • Troubleshoot, advocate, and resolve issues that may arise between community members, behavioral health housing providers, or governmental organizations.
  • Align workflow of division initiatives of equity and social justice, recovery-oriented system of care, and the goal to provide diversion from hospitalization when appropriate and rapid stabilization and discharge once hospitalized.
  • Work with and be inclusive of people who have been consumers in the mental health, substance use, and/or criminal justice system and assist individuals inquiring about behavioral health and recovery resources.
  • Perform other related duties as assigned.


Qualifications

  • Bachelor's degree in human services orrelated field. Qualifying experience may substitute one year for one year of education.
  • At least two years of recent experience related to behavioral health housing, community mental health resources, and barriers to accessing housing resources.
  • Knowledge of principles of equity and social justice and demonstrated ability to work with individuals and/or groups from diverse backgrounds.
  • Extensive knowledge of issues related to behavioral health housing, including cross-system collaboration with provider organizations and governmental organizations.
  • Demonstrated ability to simultaneously manage multiple tasks/projects,in detail, and meet deadlines.
  • Ability to effectively engage in and sustain relationships with people from diverse cultures and socio-economic backgrounds.
  • Understanding of specific issues and barriers people experience when accessing behavioral health housing programs and the ability to identify ways to mitigate those issues.
  • Demonstrated ability to work effectively with a broad range of constituents, including consumers, social services and housing providers, volunteers, government officials, community members, boards, high-level management, elected officials, advocates, government and agency staff, and others.
  • Advanced written and or communication skills, including the ability to make presentations to diverse audiences.
  • At least two years of recent demonstrated contract management experience, including but not limited to invoice reconciliation, data entry, data validation, and independent quality assurance reviews.
  • Managerial skills and interpersonal skills that foster teamwork and collaboration.
  • Computer skills: excellent knowledge of MS Outlook, Word, PowerPoint, and Excel.

  • Master's Degree in Human Services or related field and/or with equivalent education andwork experience.
  • Successful grant writing experience.
  • Knowledge or experience with various behavioral health or housing databases, including but not limited to: ECLS, PDAMS, HMIS, Agiloft.
