Full Job Description

Incumbent is an Aviation Safety Assistant (Office Automation) (OA) in a Flight Standards field office.

Provides administrative, semi-technical, and clerical related support to the supervisor, or manager, Aviation Safety Inspectors (ASIs), and Administrative Officer.

To qualify for the FG-7 level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-E, FG/GS-6 level.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience must demonstrate knowledge of FAR, FAA directives, and various agency and regional policies and procedures governing technical program responsibilities for aviation safety such as compliance and enforcement, aircraft accidents and incidents, written test program, and operator certifications.

Has knowledge necessary to interview applicants and determine qualifications for non-complex certificates.

Knowledge of clerical and administrative procedures used by the office to maintain the office files, reports, logs, and records including SAS data and the Enhanced Flight Standards Automated System (eFSAS).

Major Duties:

Processes FAA issued airman certificates such as an FAA designated representative, mechanics, repairmen, flight engineers, and pilots.

Interviews applicants to determine qualifications for non-complex certificates. Processes FAA authorizations such as inspection authorization, aircrew program designee, aerobatic competency, etc.

Processes FAA issues operator and air agency certificates such as air carrier, repair stations, and approved schools.

Examines applications and supporting documents for completeness, consistency of information, and assures correction, if required.

Responsible for notifying staff when changes to directives relating to accidents, incidents, enforcement processing, and airmen/operator certification are implemented to ensure the latest information is available to everyone.

Responsible for processing temporary airman certification files for certificates issued by designated examiners.

Examines applications and supporting documents for completeness consistency of information, and fulfillment of Federal Aviation Regulations (FAR) requirements. Assures correction, if required.

Monitors and tracks returned files.

Supports the Designated Written Test Examiner (DWTE) program by assisting with the orientation and training of new examiners, assisting with the required annual and periodic training as necessary.

Has responsibility for security, accountability and destruction of question selection sheets, sorting, assembling and furnishing written test examiners with test materials, and following up to ensure corrective action is taken if necessary.

Conducts FAA written examinations by assembling and distributing test materials and by preparing necessary supporting documentation. Monitors written test examinations.

Researches appropriate handbooks, collects information, organizes material pertinent to meetings and training sessions such as pre-certification, examiner renewal, inspector authorization, and flight examiner and written test examiner indoctrinations.

Conducts written test examiner training sessions when necessary.

Assists with interpreting and implementing newly modified agency directives relating to accident, incident, enforcement processing, and airmen/operator certification file processing.

Determines necessary action and notification to assure staff is aware of latest changes. Answers inquiries from and advises organization personnel regarding the preparation of technical work.

Researches, writes, and types non-technical and routine technical correspondence. Assists in composing complex technical correspondence.

Maintains, reviews, and revises form letters at the request of ASIs in accordance with FAA branding and writing guidelines and procedures.

Receives, sorts, and distributes incoming correspondence, attaching background information when necessary. Responsible for maintaining the correspondence control system and suspense files.

Reviews and assembles outgoing material for mailing. Types material using typewriter or computer; assembles information and reviews for proper format, grammar, spelling and accuracy.

Reviews outgoing correspondence for grammatical accuracy, procedural agreement, factual inconsistencies, attachments, enclosures, dates and signatures.

Prepares reports (e.g., accident, incident, violation, recurring and special) by researching, requesting information, creating files, preparing control sheets, copying and distributing preliminary and final report documents, and reviewing for accuracy and completeness.

Responsible for maintaining individual report logs including the assignment of report or control numbers. Responsible for researching and composing sections of reports, as directed.

On own initiative, composes and prepares special and recurring reports. Extracts information for reports from automated databases.

Responsible for assigned administrative and technical files such as certificated operator and designee case files in accordance with agency directives.
