About the position: This position is Non-appropriated Fund (NAF) and is located at the Auto Hobby Complex on RAF Lakenheath, UK.

This position requires shift work to provide coverage on days, evenings, weekends, holidays, or special situations. Scheduled hours will be 40 hours per week.

Qualifying Experience: General Experience: Must have responsible experience which has demonstrated the ability to manage a business activity.

Must have held responsible administrative, professional, technical or other position which has provided a general knowledge of management principles.

Must have working knowledge of automotive maintenance and repair. Knowledge of the various methods, techniques and procedures to publicize programs and activities.

Ability to communicate effectively orally and in writing. Skill in supervising, motivating and directing a subordinate workforce.

Specialized Experience: In addition to the general experience, applicant must have specialized experience gained in the operation or management of a civilian or military auto servicing center.

Must have completed an award in MOT test center management or MOT manager course. The experience must include responsibility or supervision over the various phases of an auto servicing center.

CONDITIONS OF EMPLOYMENT: This is a drug testing designated position. The incumbent is subject to random testing for drug use. Valid driver's license required.

Requires occasional standing, stooping, bending, stretching, crawling under vehicles, and working in tight spaces or tiring and uncomfortable positions.

Frequently lifts parts and equipment weighing up to 40 pounds. Occasionally lifts items 50 pounds or more with mechanical devices or with assistance from other workers. Employment physical required.

Position is subject to a satisfactory completion of a National Agency Check with inquiries (NACI). Subject to an irregular tour of duty to include nights, weekends and holidays.

Position is a position of trust Major Duties:

Responsible for the economic and efficient operation of the Auto Skills Complex.

Manages the facilities consisting of a garage, two vehicle repair shops, two auto parts stores, car wash program, POV Sales Lot, Ministry of Transportation (MOT) inspection program, and a storage compound.

Implements higher level directives, formulates procedures and processes to ensure high standards of programs and services.

Establishes, reviews and evaluates purchases of supplies, equipment and resale merchandise. Establishes financial goals commensurate with market analysis of area or region.

Prepares budget, analyzes financial results and maintains a solid financial condition of the Complex. Finalizes inventory reports and ensures accuracy.

Responsible for workforce management, recruitment, and staff training. Manages real property resources and provides expert advice on renovations, improvements, minor and major construction.

Develops various programs that involve customer education and customer service incentives. Serves as the subject matter expert in a highly specialized area.

Interprets regulations, develops local compliance procedures, and addresses related problem situations. Represents area of expertise to the NAFI and the general-public.

Serves as the MOT Authorized Examiner Designated Manager (AEDM) & Authorized Examiner Principal (AEP); responsible for the management and compliance of MOT testing operations and Quality Control of all vehicle testing in accordance with the UK Vehicle Inspectorates laid down procedures and UK Law.

Serves as the 48 FSS Vehicle Maintenance Officer (VMO); responsible for the day-to-day operation of the squadron's vehicle fleet in conjunction with 48 FSS Vehicle Control Officer (VCO); coordinating maintenance schedules and performing inspections, preparing various reports, following established local and higher headquarters guidelines.

Monitors expenditures regarding budgeting goals. Ensures required accounting documents are submitted.

Applies good communication skills to establish, develop and maintain effective working relationships with business and industry representatives, customer organizations, HRO, Marketing and financial management.

Operates government vehicles in the performance of duties. Performs other duties as assigned.
