Full Job Description

The White Sands Test Facility Environmental Program Manager serves as the site's senior authority responsible for implementing, overseeing and directing compliance with a wide range of environmental statutes and regulations, including, but not limited to, air quality, drinking water, ground water cleanup and restoration operations, hazardous waste processing, toxic substances and wastewater discharges.

These responsibilities are required under federal, state and local environmental regulations.

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work.

The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Overseeing and providing technical direction to contractors for operations, including setting priorities, validating technical deliverables, coordinating work across multiple mission support activities, and evaluating contractor performance; Ensuring agency operations meet federal, state, and local regulatory requirements for environmental compliance programs to include permits, reporting, inspections, and corrective actions; Providing environmental oversight for operational planning by assessing regulatory impacts, advising senior leadership, and integrating compliance requirements into mission and facility activities.

  • Implement, oversee, and direct compliance with a wide range of federal, state, and local environmental statutes and regulations.
  • Ensure all environmental permits are maintained, monitored, and fully compliant with applicable regulatory requirements.
  • Manage ground water cleanup and restoration operations, hazardous waste processing and shipping/disposal off-site, and wastewater discharges.
  • Provide technical direction to the Environmental Compliance and Operations 3 (ECO3) contract and serve as the Contracting Officer’s Representative (COR).
  • Work closely with WSTF Testing Organizations and Facility Engineering Office to evaluate operational changes or new projects for environmental impact and provide early guidance to ensure compliant planning and execution.
  • Communicate with NASA Headquarters Office of Strategic Infrastructure (OSI) Environmental Management Division (EMD) regarding operational budgets and project statuses.
  • Oversee preparation, accuracy, and timely submission of required environmental reports, records, and regulatory documentation.
  • Coordinate regulatory inspections, respond to findings, and ensure corrective actions are implemented and verified.
