Associate Procurement Specialist:

Hiring Range: $67,000.00 - $72,990.00 annually

Procurement Specialist:

Hiring Range: $75,000.00 - $84,850.00 annually


This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change.

Prepares and facilitates purchases, bids, proposals, and quotes for various County departments.

Oversees contract management functions for goods, commodities, and services, as well as construction-related contracts.

This position is part of the Procurement Specialist career progression series, which includes Associate Procurement Specialist, Procurement Specialist, and Senior Procurement Specialist.

An employee is eligible to advance to the next position within the series when the employee has met the criteria for advancement as notated within the job description and has received a recommendation from the Hiring Authority.

Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.

Requirements

  • Researches and develops appropriate and complete specifications to assist County departments in the solicitation of quotes, bids and/or proposals for all types of goods and services.
  • Procures a variety of goods and services for the County, such as materials, construction equipment, office equipment and professional services.
  • Serves as a resource to El Paso County departments/offices related to procurement processes. 
  • Reviews and monitors contract requirements, terms, and conditions; implements contract revisions and amendments.
  • Prepares and administers contracts and contract renewals for professional/general services and construction projects.

    Negotiates contracts for professional/general services and construction projects under direct supervision.

    Prepares and reviews statements of work and modifications to contracts for review and approval.

  • With oversight, prepares and facilitates solicitation process for federal funded projects.
  • Prepares and facilitates the process for Request for Quotes (RFQ), Request for Information (RFI), Request for Proposals (RFP), Statement of Qualifications (SOQ), and Invitation for Bids (IFB) under direct supervision.
  • Participates in and conducts public bid openings as required. Facilitates pre-bid and pre-proposal site meetings, and evaluation committee meetings. Reviews bids and proposals for responsiveness and legal compliance. Conducts vendor debriefing.
  • Reviews and approves purchase requisitions for processing for purchase orders.
  • With oversight, advises and counsels assigned departments on economic trends, market conditions, business practices, and appropriate procurement procedures.
  • Prepares agenda memorandums for the Board of County Commissioners (BoCC) approval.
  • Documents and maintains required contractual/purchase order records and correspondence.
  • Contributes to the team effort by helping to achieve department goals. 
  • Participates in emergency operations as necessary.
  • Performs other duties as required.

Additional Procurement Specialist Functions:

  • With oversight, prepares and facilitates solicitation process for complex construction projects.
  • Prepares purchasing reports as requested.

Supervision Exercised: This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.

Supervision Received: Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.

Qualifications

Knowledge, Skills, and Abilities:

  • Knowledge of governmental procurement practices and procedures, including the ability to prepare specifications and facilitate the process for formal and informal procurement solicitations.
  • Ability to perform statistical analysis and price/cost analysis.
  • Must possess strong independent judgment skills.
  • Ability to establish and maintain effective working relationships with employees and vendors.
  • Ability to handle sensitive situations with tact and diplomacy.
  • Ability to communicate effectively both verbally and in writing, including the ability to prepare clear and concise contracts, solicitations, and proposals.
  • Ability to advise County departments on procurement practices and resolve questions and concerns effectively.
  • Ability to work independently and in a team environment.
  • Ability to use standard office equipment, including computer, fax machine, and multi-line telephone.
  • Ability to use databases and Microsoft Office programs, including Word, Excel, and Outlook.
  • Must possess a high level of organizational skills, initiative, and attention to detail.
  • Maintain regular and punctual attendance. 

Required Education and Experience:

  • Associate’s degree. 
    • Two years of related professional experience may substitute for the required degree. 
  • Procurement Specialist: 
    • Two years public procurement experience as a Certified Professional Public Buyer (CPPB); or
      • Must successfully meet the requirements of the Procurement Specialist Matrix.

Preferred Education and Experience:

  • Bachelor’s degree.
  • 72 contact hours of procurement-related coursework/training completed within the previous ten years.
  • One year of procurement experience.

Licenses/Certificates:

  • Must possess and maintain a valid driver's license.
  • Procurement Specialist:
    • Must possess and maintain Certified Professional Public Buyer Certification (CPPB).

Pre-Employment Requirements:

  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Additional Information

Duties are primarily performed in an office and/or remote work environment; some travel may be required.
