Full Job Description

The City of Norfolk's Department of Utilities is seeking a highly responsible and experienced professional for the position of Assistant Water Production Manager. This person is responsible for helping the Water Production Manager oversee the daily operations of the water treatment facilities, involving the leadership of workforce of approximately 100 employees.

Requirements

Essential functions include but are not limited to:

  • Provides oversight and direction of complex technical and operational functions of two water treatment plants, solids handling facilities, raw water pump stations, and pipelines within the Water Production division.
  • Provides leadership in the daily operation of divisional facilities, including development of technical solutions to various problems, and implementation of policies, procedures, and conducting performance measures.
  • Performs budgetary duties to include the development of the divisional operating budget of approximately $22 million dollars, reviews/oversees expenditures, purchases, service procurement, and status reports.
  • Manages and monitors work performance to include hiring, disciplinary actions, performance reviews, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments.
  • Ensures compliance with state and federal regulations, coordinates maintenance activities of all Water Production facilities, inspects facilities, and discuss safety issues and resolutions.
  • Responsible for monitoring physical and cyber security measures for Water Production facilities, including inspection of security components, security training for personnel, and monitoring threat levels.
  • Participates with other senior managers to conduct strategic level planning for the Department of Utilities including water sales contract development, major project planning and implementation, emergency response planning, and anticipation of future challenges with solutions.
  • Responsible for representing the Department of Utilities in coordination meeting with wholesale customers (Virginia Beach, Chesapeake, Suffolk, and the US Navy).

    Establishes and maintains a work environment reflective of high accountability, dependability, quality efficiency, collaborative team building and subordinate development.

  • Requires effective writing and public speaking skills for delivering information to City employees and senior staff.
  • Requires the ability to use office equipment including microcomputers.
  • Requires the ability to manage a diverse organization in a technical environment.
  • Climbs ladders and stairs; bends, pushes, pulls, stoops and lifts up to 25 lbs.; requires ability to access construction sites.
  • Must possess a valid Driver’s License.
  • Valid Virginia Class I Waterworks License required within 12 months.


Qualifications

Graduation from an accredited four-year college or university with a Bachelor’s degree in Engineering, Chemistry, or a related scientific field and at least five years of experience in water treatment management and supervision required.

Five years experience with water supply systems operations.

Valid Driver's License required
Valid Virginia Class I Waterworks License required within 12 months.

Work Hours: Monday - Thursday; 6:30 a.m. - 4:00 p.m. and Friday, 6:30 a.m. to 10:30 a.m.

Work Location: Moore's Bridges Water Treatment Plant, 6040 Waterworks Road, Norfolk, VA

This position is eligible for a one-time $5,000 signing bonus.

This position is designated as an Essential position which means you may be required to work extended, rotating, after hours, nights and/or weekends in response to emergencies and severe weather.
