Full Job Description
The City of Norfolk’s Department of Public Works is currently seeking an Assistant Streets Engineer within the Division of Streets & Bridges.
This position will supervise, manage, and direct the activities associated with maintaining and inspecting the city’s streets, sidewalk, curbs, gutters, bridges, and related structures.
This position is also responsible for providing technical guidance to crews concerning complex asphalt and concrete project, assisting with purchasing, and overseeing snow, ice, and debris removal operations during emergency conditions.
The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses, and visitors, including the City’s Storm Water System, Street Network and Waste Management and Recycling Systems.
The Department is comprised of 8 divisions that function collectively to make your commute safe and efficient, your neighborhood more attractive, and the streets and sidewalks clean and well-maintained.
Hiring Salary Range: $67,155.13 - $77,062.06
(Additional $5,000 CDL Stipend upon obtaining Commercial Driver’s License)
Requirements
Essential functions include but are not limited to:
- Supervise, manage, and direct repair and maintenance crews in the repair and maintenance of city streets, sidewalks, curbs, gutters and bridges.
- Manage employees by inspecting job sites, evaluating staff performance, assigning workers to planned tasks and worksites, maintaining personnel schedules, and monitoring and approving leave.
- Provide technical guidance on complex tasks, scheduling labor, equipment, and materials, establishes repair methods, perform job estimates, performs minor field engineering, research and implement new repair methods.
- Provides technical assistance to engineering regarding infrastructure maintenance and regulatory compliance.
- Resolves issues by investigating complaints, inspecting necessary materials and equipment, scheduling and managing work and documenting progress and productivity.
- Ensures adequate training for personnel on equipment safety and operations by performing on the job training and routine training courses or tailgate sessions. Coaches’ employees for future professional advancement opportunities.
- Assists with recruitment by preparing advertisements for open positions, monitoring vacancies, participating in interview processes, performs reference checks, and completes written recommendations.
- Assists Assistant City Engineer in managing the Division by resolving employee issues, attending meetings, represents the Division, and establishes and justifies equipment and personnel needs.
- Ensures compliance with safety regulations.
- Assist Division Fleet Supervisor with the preventative maintenance program for a large inventory of vehicle and heavy equipment, ensures equipment is being operated correctly and safely.
- Provides customer service by meeting with customers to identify solutions to issues and providing information through Civic League meetings.
- Assist purchasing by researching vendors, equipment, materials, and developing and writing specifications for equipment.
- Provides additional services and support during festivals, special events, school career days, and other public events.
- Leads emergency storm clean-up teams and coordinates standby teams to respond to after-hour emergencies such as snow and ice control, hurricane debris removal, flooding events, etc.
- Strong computer knowledge and experience is required, particularly knowledge of work management database systems and Microsoft Office suite.
- Individual must have strong leadership skills, be able to work independent of direct supervision, and take initiative.
- Must be able to read and interpret roadmaps, construction documents, specifications, directives, policies, publications, and correspondence.
- Must be able to effectively communicate, both orally and in writing, with an array of individuals ranging from management level staff to field crews.
- Must be able to quickly and accurately give and receive instructions.
- Must be able to perform general math calculations such as addition, subtraction, multiplication, and division.
- Must be able to function in an office and field environment.
- Must also be able to stand on rough terrain for extended periods, climb up and down ladders and stairways, bend/stoop to inspect processes or materials, and work in confined spaces.
- Requires full use of the senses of hearing and sight to avoid equipment, traffic, open excavations or other hazardous conditions.
- Requires considerable knowledge of traffic laws and regulations as they apply to heavy motorized equipment.
Qualifications
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Requires five (5) years’ experience in construction, street maintenance and repair, and supervision of staff.
Additional Information
Must possess a valid Driver’s License. Must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview.
