ASSISTANT RMA DIRECTOR - FISCAL SERVICES

The Resource Management Agency (RMA) of Tulare County is seeking an executive to join our team of professionals, who are committed to the highest quality of public service.

We are seeking an individual who desires variety, challenge and growth in their employment and who is dedicated to serving the residents of a geographically large, rural county in central California.

The knowledgeable, experienced professional expected to be hired for this opportunity will communicate and collaborate with all divisions of the RMA to plan, develop, analyze and direct a variety of specialized fiscal and administrative functions.

This position is located in Visalia, CA.


Salary will be appointed within the salary range listed based on qualifications.

  • Assist the Agency Director in planning, organizing, directing and coordinating the programs, activities and operations of the Resource Management Agency.
  • Plan, organize, assign, review and direct fiscal services.

Qualifications

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.


Education:

  • Graduation from an accredited college or university with a bachelor’s degree in public administration, accounting, finance, business or a closely related field.

Experience:

  • Five (5) years of progressively responsible experience in complex fiscal administration, two of which in a management or supervisory capacity, preferably with a government (County) department or agency.

Knowledge of:

  • Principles of government accounting and fiscal management.
  • Budget preparation and management practices.
  • Customer service practices.
  • Proficient in efficiently administering multiple or diverse programs and services.

Skill/Ability to:

  • Plan, develop, organize, analyze and direct a variety of specialized fiscal service functions in areas of fiscal compliance for an Agency having several subdivisions with complex financial, fiscal and business operations.
  • Analyze, monitor, plan, prepare and present, and conduct complex administrative and financial studies.
  • Analyze data, regulations, procedures and requirements and develop alternative solutions to a variety of fiscal problems.
  • Deal effectively with personnel issues including administering disciplinary action.
  • Communicate effectively, both orally and in writing.
  • Prepare complete and comprehensive reports and make recommendations.
  • Develop and maintain cohesive working relationships within the Agency and County with a strong customer service focus and interactive leadership style.
  • Demonstrate budgeting, critical thinking, and extensive project management skills.
  • Analyze a variety of complex problems and solutions and take an effective course of action.
  • Ability to work and communicate effectively with people of various educational and socioeconomic backgrounds by respecting beliefs, interpersonal styles, attitudes and behaviors of clients, co-workers, groups, agencies, officials and the public.
  • Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.


License or Certificate: Possession of, or ability to obtain, an appropriate, valid California driver's license.
