Job Description

Summary

This job involves overseeing construction projects for South Carolina's Department of Transportation, including supervising teams, checking that work meets standards, and handling paperwork and meetings with contractors.

It's a hands-on role that requires being out in the field to monitor progress and ensure everything complies with plans.

A good fit would be someone with an engineering or construction background who is detail-oriented, comfortable working outdoors in tough conditions, and good at managing people and resolving issues.

Key Requirements

  • Three (3) years of engineering or construction management work experience (or approved equivalence)
  • Valid motor vehicle operator’s license

  • Proficiency in reviewing reports, construction forms, estimates, and contractor submittals
  • Capability to work in physically demanding conditions, including extended outdoor exposure to weather, noise, traffic hazards, and uneven terrain
  • Willingness to work additional hours, including during inclement weather or emergencies, and occasional overnight travel

Full Job Description

Ensures projects are properly staffed. Supervises field engineers and technicians to ensure minimum sampling and testing requirements and quality assurance specifications are met. Reviews reports, construction forms and estimates. Verifies construction activity is properly documented by field inspectors and engineers. Verifies quantities measured for payment to the contractor are accurate. Assists with survey verification. Monitors assigned projects, ensuring compliance with contract plans and specifications. Ensures all construction-related right-of-way agreements are followed during construction. Assists with survey verification. Assists the RCE with contract administration. Reviews and processes contractor submittals. Assists the RCE with project closeout, including but not limited to materials/DBE closeout and As-Built plans. Meets with contractors concerning construction related issues. As a representative of the SCDOT, helps resolve construction conflicts and ensures the interests of the Department are clearly communicated and protected in the process. Assists the RCE with miscellaneous office management tasks, human resources management, ensures a safe and productive work environment, etc. Attends preconstruction conferences and other meetings on behalf of RCE. Performs other related duties as assigned.

Requirements

A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and three (3) years of engineering or construction management work experience; or an approved acceptable equivalence.

Physical Requirement: The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position requires driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise. Must be able to work outside in various weather conditions, subject to dust, excessive noise, and traffic hazards for extended periods of time. Required to work additional hours on occasion during inclement weather or emergency situations. May require overnight stay on occasion due to training conferences or to provide assistance in other parts of the state during severe inclement weather or emergency situations.

A motor vehicle operator’s license is required.
