Full Job Description

This position is located at Department of Housing and Urban Development Office of Inspector General, OIG, Office of Investigation.

As an Assistant Inspector General for Investigations, you will provide leadership and coordination, recommend policies to promote economy, efficiency, and effectiveness in the administration of programs and operations, as well as to prevent and detect fraud and abuse in such operations.

This position has been designated as a Career Reserved position and will be filled on a career basis. We may select from this announcement or any other source to fill one or more vacancies.

You must meet the following requirements within 30 days of the closing date of this announcement.

Basic Requirement - Applicants must demonstrate at least one year of progressively responsible leadership experience indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications.

Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Failure to meet this basic qualification requirement will disqualify the applicant.

Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive.

This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The following qualifications are required for the incumbent to perform the duties of the position.

You must demonstrate all of the MTQs to be rated as eligible for this position.

MTQ 1: Demonstrated executive level investigative experience leading, directing, and monitoring a comprehensive Federal criminal or administrative investigative program in an Inspector General or law enforcement organization, involving broad and complex issues of fraud, waste, abuse, or misconduct through a large geographically dispersed professional workforce.

MTQ 2: Demonstrated experience participating as a representative of an agency in conferences and negotiations with HUD and/or Federal department officials at all levels, representatives of the Office of Inspectors General, the General Accountability Office, Office of Management and Budget, Congress and other groups on critical criminal, civil and administrative activities.

Age Restriction: The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a law enforcement officer position.

This requirement does not apply to a) Preference-eligible veterans; OR b) Individuals who are 37 years of age or older and have previously served in law enforcement officer positions that were covered by a special law enforcement retirement plan.

AND Medical Requirements: The selectee must pass a pre-appointment physical examination and meet the physical requirements for this position as required by this agency.

The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather.

Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required.

Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily.

Sufficiently good vision and hearing are required to perform the duties satisfactorily.

Because the duties of this position are exacting, responsible, and sometimes performed under trying conditions, the selectee must possess emotional and mental stability.

Any physical condition that would cause the selectee to be a hazard to himself/herself, or others is disqualifying. Major Duties:

The Assistant Inspector General for Investigation (AIGI) provides executive leadership for HUD OIG's nationwide investigative operations.

This senior executive oversees criminal and administrative investigations involving fraud, waste, abuse, and misconduct affecting HUD programs, operations, and federally assisted housing.

Serving as the principal advisor to the Inspector General on investigative matters, the AIGI ensures investigations are conducted with integrity, professionalism, and in full compliance with Federal law.

Key Responsibilities Establish a budget and staffing allocation; direct the work of the Office and is held accountable for the success of the Offices'.

Principal advisor to the Inspector General on investigative matters, providing the technical capability for ensuring realistic and effective OIG decisions on investigative matters.

Provide the official liaison for the Department and Office of Inspector General with other Federal investigative agencies, the Department of Justice, and state and local law enforcement organizations.

Advise the Inspector General on investigative risks, trends, and corrective actions. Ensure timely, accurate reporting to HUD leadership and Congress.
