Full Job Description

At the Architect of the Capitol (AOC), employees serve Congress, the Supreme Court, and the public with integrity and accountability.

The Office of Inspector General (OIG) advances efficiency by preventing and detecting waste, fraud, and abuse.

The Deputy Inspector General supports the Inspector General through leadership, oversight, and management of audits, investigations, and reviews that strengthen performance and safeguard public resources.

Candidates must demonstrate senior-level leadership experience directing or overseeing complex audits, investigations, inspections, evaluations, or other oversight work, along with strong executive management capabilities.

Successful candidates will possess: Demonstrated expertise in one or more relevant disciplines, such as auditing, accounting, financial analysis, law, investigations, management analysis, or public administration.

Proven experience providing executive leadership and management of professional staff engaged in complex oversight work, with a record of building and sustaining high-performing teams.

Knowledge of federal laws, rules, and regulations applicable to oversight functions, including but not limited to the Inspector General Act of 1978 and professional standards issued by the Comptroller General and the Council of the Inspectors General on Integrity and Efficiency (CIGIE).

Demonstrated operational knowledge required to manage an Office of Inspector General, including oversight planning; procurement, resource, and workforce management; internal controls; quality assurance processes; and compliance with applicable professional standards.

Strong organizational, interpersonal, and communication skills, with the ability to lead effectively, build internal and external working relationships, and deliver timely, high-quality oversight services and reporting to senior stakeholders.

A demonstrated record of integrity, accountability, and ethical leadership, and the ability to lead in a dynamic operational environment with concurrent and competing priorities.

The Deputy Inspector General serves at the pleasure of the Inspector General.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements for the advertised position.

You must meet all eligibility and qualifications requirements by the closing date of the job announcement.

For the ECQs and PTQs, you are required to submit a narrative response addressing your specific knowledge, skills, and abilities that demonstrate your possession of the qualifications.

Applicants must clearly show possession and demonstrated leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent for each ECQ and PTQ.

Failure to address and meet any of the ECQs and PTQ via the vacancy questionnaire, will eliminate you from further consideration.

Applicants currently serving in a Senior-Rated (SR) appointment (other than a temporary promotion), career Senior Executive Service (SES) appointment, or have successfully completed a SES Candidate Development Program and have been certified by the Office of Personnel Management do not need to address the ECQs, but must address each PTQ.

Professional Technical Qualification (PTQ): PTQ1: Oversight Leadership and Execution - Demonstrated experience directing or overseeing independent, objective oversight activities—such as audits, investigations, inspections, evaluations, or similar reviews—of complex programs or operations.

This includes applying risk-based approaches, guiding teams through planning and execution, ensuring the development of evidence-based findings, and reviewing, refining, and supporting recommendations that improve economy, efficiency, effectiveness, integrity, or accountability.

PTQ2: Executive Leadership and Organizational Management - Proven executive-level experience managing professional organizations or major components, setting priorities, allocating resources, and delivering results in environments with competing demands.

This includes leading multidisciplinary teams, managing performance, and fostering a culture of integrity, accountability, and respect.

PTQ3: Oversight Standards, Quality, and Risk Management - Demonstrated knowledge of applicable federal oversight laws, regulations, and professional standards, and experience applying those requirements to ensure high-quality, defensible oversight work.

This includes experience supporting quality management processes, assessing risk and internal controls, and translating risks into effective oversight strategies and recommendations.

PTQ 4: Communication and Stakeholder Engagement - Demonstrated ability to communicate complex and sensitive oversight issues clearly and effectively, both orally and in writing.

This includes experience supporting senior leadership communications, preparing reports and briefings, managing sensitive or confidential information, and engaging stakeholders while maintaining independence and objectivity.

Major Duties:

The Architect of the Capitol (AOC), Office of Inspector General (OIG), is seeking an experienced and accomplished senior executive to serve as Deputy Inspector General (DIG).

This position serves as the principal deputy to the Inspector General, providing executive leadership, operational oversight, and strategic support in advancing the OIG’s mission to promote economy, efficiency, effectiveness, integrity, and accountability across AOC programs, operations, and projects.

The Deputy Inspector General operates in close coordination with the Inspector General and assists in the leadership and day-to-day management of the OIG.

The DIG directs and oversees complex audits, investigations, inspections, evaluations, and other reviews; manages professional staff and resources; and supports the Inspector General in maintaining effective relationships with AOC leadership, Congress, and other oversight stakeholders.

This position requires sound judgment, strong technical oversight expertise, and demonstrated executive management capability, along with the ability to lead collaboratively while preserving the independence and objectivity of the OIG.

In coordination with the Inspector General, the Deputy Inspector General: Assists in the overall leadership, management, and administration of the Office of Inspector General.

Directs and oversees independent, objective, and risk-based audits, investigations, inspections, evaluations, and other reviews of AOC programs, operations, and construction projects.

Provides executive leadership, supervision, and direction to multidisciplinary professional staff, including auditors, investigators, evaluators, inspectors, attorneys, administrative personnel, and contractors.

Leads the planning and execution of oversight activities in accordance with applicable federal laws, rules, regulations, and professional standards.

Supports the development, implementation, and enforcement of OIG policies, procedures, and internal controls consistent with standards issued by the Comptroller General, the Council of the Inspectors General on Integrity and Efficiency (CIGIE), and other applicable oversight authorities.

Oversees the operational execution of audit, inspection, evaluation, and investigative functions, including matters involving financial, legal, and evidentiary considerations.

Assists in ensuring the effective prevention, detection, and reporting of fraud, waste, and abuse.

Keeps the Inspector General informed of significant allegations, risks, findings, recommendations, and corrective actions, and supports required communications with AOC leadership and Congress.

Assists in the preparation and issuance of Semiannual Reports to Congress and other OIG reports prepared in accordance with professional standards.

Represents the Inspector General, as delegated, in meetings and briefings with AOC leadership, congressional staff, and other stakeholders.

Supports the maintenance of confidential reporting mechanisms, including the OIG hotline.

Provides technical and strategic advisory input on OIG initiatives and conducts or oversees independent reviews, as appropriate, in support of the OIG mission.

Performs other duties as assigned by the Inspector General in support of the OIG mission.
