Full Job Description

This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, House Office Buildings, Division Director, Client Services Division.

The incumbent serves as Facilities Manager, responsible for the management and direction of the House Office Buildings (HOB) labor and custodial operations.

YYou must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.

Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

For the GS-13: Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service.

Specialized experience is defined as having experience: (1) Providing facilities management services to evaluate, adapt, and/or modify procedures and practices concerning the management of property, facilities, equipment, plans, and grounds; (2) Directing the management and/or administration of the operations of a labor and custodial organization; and (3) Coordinating with other organizations to change plans, methods, and/or procedures to prevent problems, and/or to determine appropriate labor and custodial maintenance procedures.

For the GS-14: Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service.

Specialized experience is defined as having experience: (1) Planning, forecasting, managing resources, and/or determining equipment to accomplish work and to increase effectiveness; (2) Managing budgetary resources, manpower and costs; (3) Performing administrative and/or technical supervisory functions for subordinates performing work for various programs and operations; and (4) Developing performance requirements for subordinate supervisors and providing employee skills enrichment through job-related coaching, mentoring and training.

Major Duties:

The purpose of this position is to provide facilities management expertise while ensuring high-quality service delivery in support of United States House of Representatives, their staff, and the visiting public.

Tour of Duty: Monday - Friday 6:00 a.m. – 2:30 p.m. Duties include but not limited to: Analyze work requirements and determine manpower requirements and equipment needed to accomplish the work.

Oversee daily operations of shops within the branch; implement innovative changes in work organization and function assignments to enhance service delivery and operational effectiveness.

Oversee a comprehensive suite of key performance indicators (KPIs) and metrics aligned with world-class hospitality standards.

Track and analyze metrics such as customer satisfaction, response times, resource utilization, and service quality to measure performance against organizational goals.

Develop compelling business cases for technology adoption, navigate complex approval processes, and ensure successful integration of new systems.

Create innovative lifecycle management strategies for equipment and resources, incorporating predictive maintenance approaches and sustainability initiatives.

Develop and maintain a premier Quality Assurance and Quality Control (QAQC) program tailored to the unique demands of the House environment.

Establish rigorous protocols and standards while ensuring efficient service delivery. Implement sophisticated inspection methodologies and leverage findings to drive continuous improvement initiatives.

Prepare comprehensive requirement documents to obtain additional permanent or temporary staff as needed.

Develop innovative solutions to meet unexpected requirements through strategic reallocation of staff and materials.

Provide expert guidance to the Division Director in developing strategic plans that support the AOC's vision while incorporating hospitality industry best practices.

Provide sophisticated analysis and recommendations to Division Director on branch budget, manpower, resource costs, and equipment maintenance.

Develop advanced productivity metrics and provide data-driven solutions to operational challenges.

Analyze staffing requirements and develop comprehensive staffing plans addressing hiring, promotions, and other personnel impacts.

Develop performance requirements for subordinate supervisors and ensure a mutual understanding of the performance standards.

Coordinate and analyze work operations across subordinate units to optimize service delivery and maintenance standards. Perform other related duties as assigned.
