The LA County Board of Supervisors recently
declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing is seeking qualified candidates to fill emergency Application Developer II vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Application Developer II.
Requirements
Codes, tests and debugs application programs to create new business applications and interfaces or maintains/modifies existing business applications according to program specifications.
Develops program specifications.
Performs unit or modular testing and integration testing for new or modified applications.
Writes and executes programs to extract, transform, and load data for system conversions.
Prepares technical documents, user manuals, and help files.
Identifies, analyzes, records, tracks, and resolves application problems.
May develop functional requirements.
May install application software.
May research application development tools and methodologies and make recommendations to management.
May assist in the development of solicitation documents including requests for information, requests for proposals, requests for quotes, and statements of work.
May assist in reviewing vendor performance.
May assist in database management related activities for a specific application.
Qualifications
Requirements to Qualify
Option I: Two (2) years of experience within the last three (3) years at the level of Los Angeles County class of Application Developer I*. One (1) year of this experience must have been working with an enterprise-scale information management system.
Option II: Four (4) years of full-time, paid experience within the last five (5) years, in coding, testing, integrating, and debugging application programs. One (1) year of this experience must have been working with an enterprise-scale information management system.

Special Requirement Information
*Application Developer I level experience is defined as under close supervision, uses established procedures and analyzes, designs, evaluates, develops, codes, tests, and maintains application systems.
You may still qualify even if your job title isn’t exactly the same as the ones listed. What matters is that your experience is at a similar level — meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Please provide a clear explanation of your experience to demonstrate that it is at the appropriate level.
License
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class
II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Desirable Qualifications
- Experience working for a public homelessness services agency, such as LAHSA, within the last 6 months.
- One (1) year of experience within the last three (3) years designing, configuring, extending, and supporting enterprise or SaaS application platforms.
- One (1) year of experience working for a public services or non-profit agency.
- One (1) year of experience within the last three (3) years designing, building, and maintaining web applications using all of the following technologies to support Homelessness Services systems within a public agency:
- ASP.NET
- C#
- VB.NET
- HTML/CSS
- JavaScript
- One (1) year of experience within the last three (3) years using Python to design, build, and maintain cloud-based platforms.
- Two (2) years of experience within the last three (3) years working on web applications that assist in providing outreach services for people experiencing homelessness and aid in their housing application process, such as LAHSA’s LA-HOP, RMS, and/or UHA.
- Two (2) years of experience within the last three (3) years integrating Homeless Information Management System (HMIS) database information within web applications.
- Experience providing virtual technical assistance.

During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
