1. Supervises and conducts training for the Airport Security Identification Technician (ASIT) I, II, and III. Makes assignments and monitors the quality of work.
2. Maintains and tracks all background checks; receives and records background check results and communicates with applicants; corresponds with Federal Bureau of Investigations (FBI) as necessary; maintains all background check and fingerprint files; and maintains automated database.
3. Refers disqualifying criminal offenses to Assistant Airport Superintendent IV for additional vetting.
4. Conducts investigations into alleged Transportation Security Administration (TSA) violation regarding the issuance of unescorted badge. Prepares written findings and conclusion. Testifies in front TSA Inspector if needed.
5. Corresponds with disqualifying applicants and airport tenants.
6. Reviews Criminal History Record Check (CHRC) and (FBI) rapback for disqualifying criminal offenses, checks for lawful presence in the United States and recurrent check against the Terrorist Screening Center's watch list and other database.
7. Vetting individuals for whom the government lacks reasonable suspicion from various watchlist as a known or suspected terrorist but who have links or associations with terrorists and terrorist activity.
8. Testifies that the issuance of unescorted access was in accordance with federal laws and directives.
9. Establishes new tenants and businesses into database and establishes authorized signatory for new tenants and businesses.
10. Issues security keys and vehicle decals to authorized user.

Examines applicants identification documents (following TSA 49 Code of Federal Regulations (CFR) 1542) to ensure they are genuine, belong to the person presenting them and are not outdated or mutilated and that all names on both ID’s presented match; ensures the information provided by the applicant and Authorized Signatory is correct.
12. Uses a risk-based strategy, by questioning applicants and evaluating their responses to ensure applicants completed their Disqualifying Crime statement and also completed the required security training themselves.
13. Interacts with the Airport tenant's authorized signatories providing guidance and training on the Authorized Signatory Portal and by answering questions about the Airport ID Badge process.
14. Provides information to existing and new Airport ID Badge holders regarding security requirements, background check investigation process and status, procedures on obtaining security items and gaining access to security areas and other routine information.
15. Independently proctors security and other training in the Computer Based Lab and to monitor applicants for cheating and take any appropriate action as needed.
16. Administers airport restricted area access badges; creates and mails billing letters for expired and lost badges and refund letter for returned badges; maintains files of all billing correspondence to Airport tenants and their Authorized Signatories.
18. Other related duties as required.
Substitution of Education for General Experience: Graduation from high school, or equivalent, with courses in basic English and arithmetic may be substituted for six (6) months of General Experience OR Successful completion of a substantially full-time equivalent curriculum leading to a degree, diploma or certificate of achievement at an accredited community college, business or technical school which included courses in English, clerical/office procedures, and mathematics may be substituted for the required General Experience, as noted by the single asterisk (*), on the basis of fifteen (15) semester credits of satisfactorily completed course work for six (6) months of General Experience, up to a maximum of one (1) year.
Driver's License: Valid license to drive in the State of Hawaii, as applicable.Knowledge of: English grammar, spelling, punctuation, word usage, and basic arithmetic (addition, subtraction, multiplication, division).
Understanding of the principles of oral and written communication.
Familiarity with good office practices and procedures as well as the operation of common office equipment and the maintenance of office supplies.
Ability to: Learn the organization’s philosophy, goals, functions; read, understand, interpret, and apply relevant federal and state policies, procedures, laws, rules and regulations; communicate effectively both orally and in writing with individuals from diverse social, economic, and cultural backgrounds; interact with others in a tactful and courteous manner; read and follow oral and written instructions; and operate office equipment.
In addition to the knowledge and abilities required at Levels I, II & III the ability to train others in the organization’s philosophy, goals, and functions; and in the interpretation and application of relevant federal and state policies, procedures, laws, rules and regulations; and supervise, assign, review and evaluate work of others.
Security Identification Display Area (SIDA) Clearance - Federal Criminal History Records Check: In accordance with Federal regulations, persons who are being considered for employment in positions which require unescorted access to secured areas at the airport must undergo a pre-employment fingerprint-based criminal history record check. In order to be granted the SIDA clearance, prospective employees must not have been convicted, or found "not guilty by reason of insanity," of a disqualifying criminal offense within ten years from the date of the application. Upon recommendation for hire, prospective employees will be required to successfully undergo the fingerprint-based criminal history record check and be found free of disqualifying convictions during the preceding ten years.Check your resume before applying to catch common mistakes
